米体操の性的虐待事件、司法省が和解金１５４億円支払いへ 報道

【ワシントンＡＦＰ＝時事】米国体操連盟のチーム医師だったラリー・ナサール受刑者の性的虐待行為をめぐり、米連邦捜査局（ＦＢＩ）が捜査対応を誤ったとして損害賠償を請求されていた件で、同司法局が和解金１億ドル（約１５４億円）を支払う見通しだと、米紙ウォールストリート・ジャーナルが１８日に報じた。（写真は米国体操連盟の元チーム医師、ラリー・ナサール受刑者〈左〉）
　２０１７年から１８年にかけて行われた裁判で、ナサール受刑者は選手ら数百人に性的暴行を加えていた罪で有罪判決を言い渡され、現在禁錮１７５年の刑に服している。報道によると、和解金は同受刑者の被害者１００人に支払われるという。
　体操女子の五輪金メダルストであるシモーネ・バイルス選手をはじめ、元選手のアレクサンドラ・レイズマン氏やマッケイラ・マロニー氏ら被害者は２０２２年６月、ナサール受刑者が性的虐待行為をしていたとの通報に対してＦＢＩが適切な対応を誤ったとして、１０億ドル（約１５４０億円）の損害賠償を求める訴えを起こしていた。
　この件は数か月前に和解が成立しており、その内容に関して被害者側は基本合意しているものの、まだ最終決定ではないという。
　司法省監察官の報告書を引用した同紙の報道では、ナサール受刑者の不正行為に関して２０１５年に米体操連盟が行ったＦＢＩのインディアナポリス支局への通報に対する対応には、複数の誤りがあったと伝えられている。
　この対応ミスにより、ナサール受刑者は２０１６年に逮捕されるまで数十人もの被害者に性的暴行を加え続けていた。ナサール受刑者は、連盟やミシガン州立大学で２０年以上にわたり勤務していた。
　被害者側は２０２１年、連盟が総額３億８０００万ドル（約５８７億円）を支払うことで和解に合意。これは性的虐待の被害者が受け取る和解金としては、過去最高レベルの額となった。連盟はナサール受刑者の不正行為疑惑をめぐる大きな波が押し寄せたため、１８年に破産を申請した。
　また、２０１８年にはミシガン州立大学が、ナサール受刑者の被害者数百人と５億ドル（約７７２億円）で和解が成立した。

The Justice Department is to pay $100 million to settle claims against the FBI for mishandling the investigation into sexual abuse by former USA Gymnastics team doctor Larry Nassar, the Wall Street Journal reported Thursday.
The newspaper said the settlement involves 100 victims of Nassar, who was convicted in late 2017 and early 2018 of sexually assaulting hundreds of athletes and is serving up to 175 years in prison.
Olympic gold medalists Simone Biles, Aly Raisman, McKayla Maroney and other US gymnasts filed a $1 billion claim against the FBI in June 2022 over its failure to adequately respond to reports of sexual abuse by Nassar.
The Journal said the settlement had been reached several months ago and has been accepted in principle by Nassar's victims but has not been finalized.
Citing a report by the Justice Department's inspector general, the newspaper said there were multiple failings in the FBI's handling of complaints about Nassar made by USA Gymnastics to the FBI's Indianapolis field office in July 2015.
The failure to act on the complaints allowed Nassar to continue sexually assaulting dozens of victims before his 2016 arrest.
Nassar worked as a sports medicine doctor at USA Gymnastics and Michigan State University for more than two decades.
FBI director Christopher Wray acknowledged the bureau's failures during testimony before a Senate committee in September 2021, saying they were inexcusable.
Addressing Nassar's victims, Wray said: I'm especially sorry that there were people at the FBI who had their own chance to stop this monster back in 2015 and failed.
Nassar's victims reached a $380 million settlement with USA Gymnastics in 2021, one of the largest ever recorded for victims of sex abuse.
USA Gymnastics filed for bankruptcy in 2018 after a tidal wave of allegations against Nassar swamped the organization.
Michigan State University reached a $500 million settlement with hundreds of Nassar's victims in 2018.
Nassar was stabbed by another inmate in July of last year at the prison in Florida where he is serving his sentence but recovered from his wounds.
