サハリン２、ロシアが「接収」　プーチン氏が大統領令―日本商社出資のＬＮＧ事業

　ロシアのプーチン大統領は６月３０日、日本の商社が参加する極東サハリン沖の石油・天然ガス開発事業「サハリン２」に関し、ロシアが新設する会社に移管し、現在の事業会社の資産を無償譲渡するよう命じる大統領令に署名した。事実上、ロシア政府が接収するもので、ウクライナ侵攻を受けた対ロ制裁への報復とみられる。日本企業が事業を継続できるか不透明だ。
　サハリン２の事業会社サハリンエナジーには、ロシア国営天然ガス独占企業ガスプロムが約５０％、三井物産が１２．５％、三菱商事が１０％それぞれ出資。液化天然ガス（ＬＮＧ）生産量の約６割が日本向けとなっている。大統領令は今回の対応を「幾つかの国などによる非友好的行為に関する特別経済措置」としており、事業会社が新会社に移管されることで、日本の調達に影響が出る恐れがある。（2022/07/01-18:16）

Russian President Vladimir Putin on Thursday signed a decree ordering to transfer the operations of the Sakhalin-2 oil and natural gas development project, currently joined by Japanese trading houses, to a new Russian company, according to a report by Kommersant, a Russian newspaper, in its online edition.
   The decree said the transfer is a special economic measure against an unfriendly action, suggesting that Russia will effectively snatch the project in a retaliatory move against sanctions imposed on Moscow over its invasion of Ukraine.
   The latest development has made it uncertain whether the Japanese firms can stay in the project.
   Sakhalin Energy, which has been running the Sakhalin-2 project off the Russian Far East island of Sakhalin, is about 50 pct owned by Russia's state-run Gazprom, 12.5 pct by Japanese trader Mitsui & Co. and 10 pct by Mitsubishi Corp. , also a Japanese trading house.
   Japan receives about 60 pct of liquefied natural gas produced in the Sakhalin-2 project. The transfer of the project's operations to a Russian company may have an impact on Japan's energy procurement, pundits said.
