西村吉正氏死去＝住専処理の元大蔵省銀行局長－７８歳

　バブル崩壊後に多額の不良債権を抱えた住宅金融専門会社（住専）の処理に、大蔵省（現財務省）の銀行局長として当たった西村吉正（にしむら・よしまさ）氏が８日、急性心不全のため東京都江東区の自宅で死去した。７８歳だった。大津市出身。葬儀は近親者のみで行う。お別れの会は１０月２５日午後１時から東京都台東区竜泉１の２０の１９の光照山西徳寺本堂で。喪主は妻京子（きょうこ）さん。
　１９６３年に大蔵省入省。９４年７月に銀行局長に就任し、バブル崩壊直後に経営が悪化した金融機関の監督・指導に尽力した。９５年９月に発覚した大和銀行（現りそなホールディングス）のニューヨーク支店の損失隠し事件では、１カ月以上前に大和銀から報告を受けていたことが明らかになった。　
　民間銀行と農林系統金融機関が対立した住専の損失処理をめぐり、政府は９５年１２月に６８５０億円の公的資金投入を決定。与野党が対立した住専国会では西村氏が連日、答弁に立った。退官後は早稲田大学で学生の指導に当たった。（2019/09/12-17:13）

Yoshimasa Nishimura, a former Japanese Ministry of Finance bureaucrat who led efforts to clean up bad loan problems involving "jusen" housing loan providers in the 1990s, died of acute heart failure at his Tokyo home on Sunday. He was 78.
   Nishimura joined the ministry in 1963. After being appointed Banking Bureau director-general in July 1994, he oversaw banks that struggled with the aftermath of the collapse of the country's bubble economy in the early 1990s.
   He was under scrutiny for being briefed by Daiwa Bank on a loss cover-up by the lender's New York branch over a month before the scandal came to light in September 1995. Daiwa is a predecessor of Resona Holdings Inc. .
   Nishimura repeatedly testified before parliament to explain the use of 685 billion yen in taxpayer money to resolve the jusen mess as the measure came under fire from opposition lawmakers.
   After leaving the ministry, he taught students at Waseda University in Tokyo.
