ワクチン、衆院解散の足かせ？　接種対応で自治体忙殺

　１７日から始まる新型コロナウイルスのワクチン接種が本格化すれば、菅義偉首相の衆院解散判断に影響しかねないとの見方が出ている。現場で対応する自治体が職員を集中的に投入せざるを得なくなり、投開票などの選挙実務に割く余力がなくなる可能性があるからだ。
　「国家最大の課題であるワクチン接種を迅速かつ円滑に進めるため、関係者の力を結集して取り組む」。首相は１５日の自民党役員会で、全国の自治体、医療関係者を総動員する考えを示した。
　自治体のうち「実施主体」の市町村は、特に多忙を極めると予想されている。４月以降に高齢者から始まる一般向けの接種で、政府が柱と想定するのは集団接種。市町村は会場を設営し、住民にクーポン券を配布し、接種を滞りなく終えた後、接種情報を管理しなければならない。健康被害の救済手続きも担うことになっており、「猫の手も借りたい」（関係者）のが実情だ。
　接種会場をめぐっては、選挙時に投票所となる学校の体育館などを予定している市町村が多いとみられる。衆院が解散されれば、投票所の確保に手間取る市町村も出てきそうだ。
　福岡県のある市長は「ワクチン接種と選挙実務の両立は至難の業。解散になればワクチン接種をストップせざるを得なくなる」と強調。政府関係者の一人は「高齢者への接種が始まれば、早期解散は難しくなるのではないか」と述べ、衆院選は１０月の任期満了に近づくとの見方を示した。
　一方、北海道の自治体幹部は「負担は大きいが対応できないことはない」と話す。医療機関での個別接種が広がったり、扱いやすいワクチンが承認されたりすれば、自治体の負担は軽減されそうだ。自民中堅は「首相が決めればスタッフや投票所などどうにでもなる。早期解散の可能性は十分残っている」と指摘した。（2021/02/17-07:11）

There is speculation that Japanese Prime Minister Yoshihide Suga's decision on when to dissolve the House of Representatives for a snap election will be affected by the vaccination program against the new coronavirus.
   After COVID-19 vaccinations for medical workers begin in Japan on Wednesday, the government plans to start inoculating elderly people in April at the earliest, followed by vaccinations for other people.
   Once vaccine shots start for the general public, local governments will need to allocate personnel intensively to vaccine venues. They may have no extra workers for voting stations and vote counting, pundits said.
   "We'll channel all our energies into promoting COVID-19 vaccinations swiftly and smoothly, which is currently the biggest challenge for the country," Suga said at an executive meeting of his ruling Liberal Democratic Party on Monday. The remark suggested that all available local government and medical workers will be mobilized for vaccinations.
   Municipal governments, which will carry out procedures for giving shots to local residents, are expected to become especially busy.
