安保局に経済部署新設へ＝米中貿易摩擦など背景－政府

　政府は外交・安全保障政策の中核を担う国家安全保障局（ＮＳＳ）に、戦略的な経済政策の立案を担当する部署を新設する方針を固めた。複数の政府関係者が１８日、明らかにした。政府は経済政策を通じて国の安全を確保する「経済安全保障」を首相官邸主導で推し進める構えだ。
　政府が新部署を設ける背景には、サイバー攻撃阻止を狙った米国の中国製品排除などに見られるように近年、外交・安保政策と経済政策の関わりが強くなっていることがある。
　ＮＳＳは閣僚レベルの国家安全保障会議（ＮＳＣ、議長・安倍晋三首相）の事務局。内閣官房に置かれ、総括・調整班、情報班、戦略企画班、政策１～３班の６班体制を取っている。政府内ではこれに経済専門班を加える案などが出ている。（2019/09/18-11:28）

The Japanese government will set up at its National Security Secretariat an economic division to formulate strategic economic policies, informed sources said Wednesday.
   The prime minister's office hopes to lead moves to achieve the concept of economic security, or national security attained through economic policies, the sources said.
   In recent years, links between diplomatic and national security policies and economic policies are becoming stronger as seen in the U.S. exclusion of Chinese products to prevent cyberattacks.
   The NSS is the secretariat of the National Security Council, made up of the chairman, Prime Minister Shinzo Abe, and some cabinet ministers. It currently has six divisions--one each for general affairs, intelligence and strategy planning and three for policy planning.
   The secretariat is composed mainly of middle-ranking officials of the foreign and defense ministries and the National Police Agency. The new economic division is expected to have members from the industry and finance ministries.
