４地域がカジノ誘致へ＝検討中も６自治体－時事通信調査

　カジノを含む統合型リゾート（ＩＲ）について、時事通信が４７都道府県と２０政令市にアンケートしたところ、横浜市、大阪府・市、和歌山県、長崎県の４地域が誘致の意向を示した。この他にも６自治体が検討していると回答。国が認めるＩＲは最大３カ所で、激しい誘致合戦となりそうだ。
　アンケートは８月上旬から９月上旬にかけて電子メールで実施し、全自治体から回答を得た。ＩＲ整備法によると、誘致を希望する都道府県・政令市は国に認定を申請しなければならない。４地域の他、北海道と東京都、千葉、川崎、浜松、名古屋の４市は「検討中」だ。
　大阪府・市は共同で誘致活動を展開。市内の夢洲地区への整備に向け、施設の配置やギャンブル依存症対策などを盛り込んだコンセプト案を募った結果、三つのＩＲ事業者から提示を受けた。和歌山県は和歌山市の人工島「和歌山マリーナシティ」を想定し、２０２４年度中の開設を目指す。
　長崎県は佐世保市内のテーマパーク「ハウステンボス」の一部を候補地とし、今秋にもＩＲ事業者からコンセプト案の募集を始める計画だ。横浜市は８月下旬、横浜港の山下埠頭（ふとう）への誘致を表明。関連経費を盛り込んだ補正予算が可決され、本格的に動きだした。
　検討中の６自治体では、北海道が釧路市、苫小牧市、留寿都村の候補の中から、苫小牧市を「優先すべき候補地」と整理している。千葉市は今月、誘致の是非を検討するため、事業コンセプト案の募集を始めた。
　東京都や、川崎、浜松両市は情報収集を行いながら是非の検討を進めている。名古屋市は「河村たかし市長としては、名古屋地域での大規模施設を目指して前向きに検討中」と回答した。
　その他、検討の有無は明示しなかったものの、愛知県は「国の動向を注視したい」、北九州市は「未定」と答えた。（2019/09/23-07:08）

Four areas in Japan plan to host integrated casino resorts under the law on such facilities, a Jiji Press survey of the country's 47 prefectures and 20 major cities showed.
   The four are the city of Yokohama, the group of Osaka Prefecture and the city of Osaka, Wakayama Prefecture and Nagasaki Prefecture, according to the survey conducted between early August and early September.
   In addition, Hokkaido, Tokyo and the cities of Chiba, Kawasaki, Hamamatsu and Nagoya are considering hosting casino resorts, the survey showed.
   Local authorities willing to host casino resorts need to apply for approval from the central government, which plans to allow such facilities to be built at up to three locations in the country.
   The Osaka prefectural and city governments in western Japan plan to build a casino resort on Yumeshima, an artificial island, receiving concept ideas, including ways to prevent gambling addiction, from three operators.
