実質値下げで消耗戦懸念＝大手、ポイント還元に対抗－消費増税

　１０月の消費税増税に合わせて実施されるキャッシュレス決済のポイント還元事業で、制度の対象外となっている大手小売りや外食が実質的な値下げに踏み切る動きが広がってきた。独自のポイント還元やセールなどが行われる見通しだが、業界からは「過度な価格競争で疲弊してしまう」（川野幸夫日本スーパーマーケット協会会長）と、消耗戦に陥りかねない事態を懸念する声が上がっている。
　大手スーパーでは、西友が１０月から１２月末までの間、セゾンカードでの決済時に代金の３％を値引きする。西友は８月から６００品目を値下げしたが「増税後にもう一段の対応が必要と判断した」（広報室）としている。イオンやセブン＆アイ・ホールディングス傘下のイトーヨーカ堂は増税後の還元セールを検討。ディスカウントストア大手のドン・キホーテも「１０月以降も価格にこだわった施策を実施する」（幹部）方針だ。
　外食大手では、モスフードサービスが１２月末まで、同社のプリペイドカードを使った場合に決済額の２％をポイントで還元。大戸屋ホールディングスは楽天と提携し、両社のポイントを同時に付与するキャンペーンを始める。
　ポイント還元は、増税による景気落ち込みを防ぐと同時に、キャッシュレス決済を普及させる目的で、政府が２０２０年６月末まで９カ月間実施する。中小の飲食店や小売店でキャッシュレス決済を利用すると、支払額の最大５％がポイントとして還元される。このため大手スーパーや外食は競争上、実質的な値下げに踏み切らざるを得なくなっているのが実情だ。
　日本スーパーマーケット協会の川野会長は「どの業界でもポイント合戦や安売り競争が起きている」と指摘。「最終的には中小商店が影響を受けるのではないか」と危惧している。（2019/09/19-07:51）

Major Japanese retailers are taking measures to effectively cut prices, concerned about a rebate program for small businesses that the government will launch to ease the impact of a consumption tax hike next month.
   The program, to be in place for nine months until the end of June 2020, will provide shoppers with points worth up to 5 pct of cashless payments at small retailers and restaurants. Placed outside the program, major retailers are eager to offset the disadvantage.
   Among major supermarket chains, Seiyu G.K., owned by U.S. retail giant Walmart Inc., will grant 3 pct discounts for payments by credit cards issued by Credit Saison Co. from October to the end of December. The discount campaign comes even after Seiyu cut prices for 600 products in August. "We found it necessary to take an additional measure," a Seiyu public relations official said.
   Aeon Co. and Ito-Yokado Co., the main supermarket unit of Seven & i Holdings Co. , are both considering holding a discount sale after the consumption tax rate is raised from the current 8 pct to 10 pct on Oct. 1.
   Major discount store chain Don Quijote Co., owned by Pan Pacific International Holdings Corp. , will also take relevant measures, a senior official said.
