日本食品の禁輸解除がカギ　ＴＰＰ加入交渉―台湾

　【台北時事】台湾が環太平洋連携協定（ＴＰＰ）加入を正式に申請した。「長年の準備作業を経た今が最良のタイミングだ」（政府高官）として、参加各国との加入交渉を加速させたい考えだ。事実上の盟主で、加入のカギを握る日本との交渉では、東日本大震災後から続ける福島など５県産食品の禁輸解除が喫緊の課題となる。
　「われわれは全てのルールを受け入れる用意がある。日本の友人たちには、この努力をぜひ支持してほしい」。蔡英文総統は２３日、日本語でツイッターに投稿し、日本側にＴＰＰ加入への支持を呼び掛けた。
　蔡政権は２０１６年の発足後、対日外交で最重要課題となってきた福島、茨城、栃木、群馬、千葉の５県産食品の禁輸解除を試みたが、今も実現できていない。根強い偏見が背景にあり、最大野党・国民党が１８年に仕掛けた住民投票（国民投票）では、解除に反対の民意が示された。
　ただ、ここにきて米国や欧州連合（ＥＵ）が被災地産などの農林水産物や食品に対する輸入規制を解除したり、緩和したりする措置を打ち出している。台湾政府高官は２３日、「米国のやり方を参考にしたい」と述べ、「国民の健康確保、科学的根拠、国際ルール」の３原則に基づき、輸入再開を目指す意向を示した。
　台湾に先駆けてＴＰＰ加入を申請した中国も、１０都県の大部分の食品を禁輸したまま。台湾は何としても中国より先に加入したい考えで、禁輸問題を最優先に解決する必要に迫られている。（2021/09/24-08:04）

Whether Taiwan can remove its ban on food imports from five Japanese prefectures is believed to hold the key to bringing about success to its negotiations for joining the Trans-Pacific Partnership free trade agreement, effectively led by Japan.
   "If there is a request from the Japanese side during the negotiations, it's legitimate for us to respond appropriately," a senior Taiwanese government official said, showing eagerness to accelerate talks with Japan by paving the way for lifting the self-ruled island's import restrictions that have remained in place since the 2011 meltdown at Tokyo Electric Power Company Holdings Inc.'s tsunami-hit Fukushima No. 1 nuclear power plant.
   Taiwan, after years of preparations, formally applied to join the TPP and sought the 11 member countries' support for its bid to become part of the free trade framework.
   On Thursday, Taiwanese President Tsai Ing-wen said on Twitter in Japanese: "We're ready to accept all rules. We hope our Japanese friends will support our efforts."
   Since its launch in 2016, Tsai's administration has been trying to remove the ban on food imports from Fukushima and four other Japanese prefectures. Taiwan is still unable to accomplish this key task in its diplomacy toward Japan due to lingering prejudice in Taiwan against Japanese food.
