敵基地攻撃「憲法範囲内で」　衛星群・無人機で探知向上―自民提言案

　自民党のミサイル防衛に関する検討チーム（座長・小野寺五典元防衛相）は３０日、党本部で開いた会合で政府への提言案を了承した。北朝鮮などのミサイル技術向上を受け、「相手領域内でも弾道ミサイル等を阻止する能力」の保有を求めつつ、検討は「憲法の範囲内」で行うとした。週明けにも政府に申し入れる。
　２０１７年の提言では「敵基地反撃能力」の保有を求めていたが、先制攻撃に当たるのではないかとの懸念が出されていたことから、今回はトーンダウンした形だ。一定の打撃力の必要性を訴えつつ、「敵基地攻撃能力」との表現や具体的な装備名には言及しなかった。
　提言は、マッハ５超で飛ぶ「極超音速兵器」や小型無人機が大群で押し寄せる「スウォーム飛行」など、空からの脅威が増していると強調。従来の地上レーダーや対空ミサイルの強化に加え、新たに小型人工衛星群（コンステレーション）や滞空無人機による探知能力の向上を促した。
　情報収集や警戒監視、偵察の能力を強化する観点から、宇宙・サイバー・電磁波といった新たな戦闘領域を重視する姿勢も強調。「日本が盾、米国が矛」の日米同盟の役割分担を維持しつつ、米国と連携して「総合ミサイル防空能力」の向上に努めるよう求めた。（2020/07/30-17:23）

LDP Seeks Improved Missile Defense Capability in Japan

A study team set up by Japan's ruling Liberal Democratic Party on Thursday proposed that the country acquire the capability to block ballistic missiles even in enemy territory.
   The country should consider the matter within the scope of the Constitution, said the team, led by former Defense Minister Itsunori Onodera.
   The team came up with the proposal in response to improved missile technology in countries such as North Korea.
   The LDP team will submit the proposal to the Japanese government as soon as early next week.
   In 2017, the LDP proposed that the country obtain the capability to strike enemy bases, drawing concerns that the possession of such an ability could be regarded as holding a pre-emptive attack capability.
