国交省、日航に２度目の改善命令＝飲酒問題、定期運送業で初－再発なら運航停止も

　国土交通省は８日、操縦士の飲酒問題で、日本航空の赤坂祐二社長を呼び、航空法に基づき２度目となる事業改善命令を出した。事業改善命令は行政処分として上から３番目の重さで、同じ問題で２度出されるのは定期運送業者で初めて。１度目の命令を出した後も飲酒に伴う乗務交代が続いたことを重視し、運航停止命令の可能性にも言及した。
　赤坂社長は「大変深刻かつ危機的と認識している。誠に申し訳ありません」と陳謝。自らが安全統括管理者となり、飲酒問題の再発防止を陣頭指揮する考えを示した。

　また国交省は、昨年１０月にロンドンで規定値を大幅に超えるアルコールが検出され、英国で実刑判決を受けた日航の元副操縦士について、「航空従事者としての適格性が認められない」として免許の取り消し処分を行った。免許取り消しは個人に対する処分としては最も重く、適用されるのは初めてという。
　日航に対する命令書で同省は、操縦士らの意識改革について「不十分と認められる」と指摘。会社の経営層を含め、安全上重大な問題という認識や法令順守への意識が「徹底されていない」と断じ、今後再発した場合は運航停止を命じる可能性があると警告した。（2019/10/08-17:55）

Japan's transport ministry issued a second business improvement order to Japan Airlines under the civil aeronautics law on Tuesday over a series of drinking incidents involving its pilots.
   JAL became the first major carrier to be ordered twice to improve its operations over the same issue.
   The ministry summoned JAL President Yuji Akasaka to issue the order, referring to the possibility of ordering a flight suspension as pilot replacement cases related to alcohol drinking continued occurring even after the first order was issued in December last year.
   "I'm aware that the company is in a very serious and critical condition," Akasaka said. "I'm sincerely sorry."
   Akasaka said he will serve as general safety manager to lead efforts to prevent any recurrence of similar drinking problems involving JAL pilots.
