介護施設に「防災リーダー」　入所者の安全確保へ養成支援―厚労省

　厚生労働省は、災害発生時に介護施設入所者の安全を確保するため、「防災リーダー」となる職員の養成を後押ししている。都道府県などが介護職員向けの防災研修を開催する場合、関連経費を支援。適切なタイミングで避難の実施を判断できる人材を育てる狙いだ。
　研修は、特別養護老人ホームやグループホームの施設長、介護主任らリーダー級の職員を主な対象と想定している。教える内容は各地で異なるが、地元の防災士や災害に詳しい学識経験者らが水害や地震に関する基礎知識を説明したり、自治体や気象庁が発表する各種情報の意味を解説したりすることが考えられる。避難に向けて応援職員を呼ぶタイミングや入所者の要介護状態に応じた移動方法について、ノウハウを伝えることもできる。
　各都道府県には、地域の医療と介護を充実させるための基金が設けられ、国も財政支援をしている。厚労省は今年、基金の使い道として防災リーダー育成を含める考えを提示。都道府県に活用を呼び掛けている。
　介護施設をめぐっては、２０２０年の熊本豪雨で球磨川が氾濫し、球磨村の特養「千寿園」で１４人が犠牲になった。厚労省などが同年に全国の特養を対象に実施した実態調査によると、回答があった多くの施設で災害時の取りまとめ役を置いていることが分かったが、同省は防災知識が十分に普及していない可能性があるとみている。防災リーダーの養成を通じて、施設の災害対応力向上を目指す。（2021/08/19-07:16）

Japan's Health, Labor and Welfare Ministry is supporting local governments' efforts to nurture elderly home workers capable of leading the work to ensure the safety of residents in times of disasters.
   The ministry hopes that such caregivers, whom it terms "disaster prevention leaders," would become able to evacuate residents at the appropriate time.
   Specifically, it will provide financial assistance to prefectural governments to help them conduct disaster training programs targeting managers and senior staff workers of special and group homes for elderly people.
   Participants will learn from local disaster experts and academics with expertise on disasters basic knowledge about floods and earthquakes as well as the meaning of disaster-related information and warnings issued by local governments and the Japan Meteorological Agency.
   They will also learn disaster response know-how, such as when they should call on other caregivers for help for evacuations and how to transfer residents according to the levels of care they need.
