河井元法相が議員辞職願　参院選買収事件で引責

　２０１９年夏の参院選をめぐる大型買収事件で公判中の元法相河井克行被告（５８）＝自民党離党＝は２５日、衆院議員の辞職願を大島理森衆院議長宛てに提出した。近く衆院本会議で許可される見通し。河井被告は菅義偉首相に近かったこともあり、政権にとって痛手となりそうだ。
　河井被告はコメントを発表し、「深刻な政治不信を招いた。かくなる事態を招いた責任を取る」と辞職の理由を説明。「皆さまの信頼を裏切ってしまったことは万死に値する。お金で人の心を買えると考えた自らの品性の下劣さに恥じ入るばかりだ」と記した。
　河井被告側には参院選前、自民党本部から計１億５０００万円が渡っており、この一部が買収の原資になったとの指摘が出ている。首相は２５日の参院予算委員会で「国民の政治不信を招いたとの批判は重く受け止める」とする一方、党資金の使途については「検察から書類が返還され次第、しっかりチェックする」と述べるにとどめた。
　起訴状によると、河井被告は１９年３～８月、参院広島選挙区で妻案里前参院議員＝同党離党＝を当選させるため、地元議員ら計１００人に総額約２９００万円を配ったとされる。２３日の公判で、それまで否定していた買収の意図を一転して認め、議員辞職の意向を表明していた。
　辞職が３月１５日より後になったため、河井被告の地盤だった衆院広島３区の補欠選挙は公職選挙法の規定で行われず、次期衆院選に吸収される。公明党は斉藤鉄夫副代表の擁立を決め、自民党も支援する方針を示している。（2021/03/25-17:36）

Former Japanese Justice Minister Katsuyuki Kawai on Thursday submitted his resignation from the House of Representatives, the lower chamber of parliament, over a vote-buying scandal related to his wife's 2019 election.
   The resignation, expected to be approved at a plenary meeting of the chamber soon, is likely to deal a blow to the administration of Prime Minister Yoshihide Suga, who was close to Kawai.
   No by-election is expected to take place to fill the vacancy created by the resignation in the No. 3 constituency in Hiroshima Prefecture, western Japan, as a Lower House general election is set to be held by autumn.
   Kawai, 58, a former member of the ruling Liberal Democratic Party, is on trial for allegedly paying a total of some 29 million yen to 100 people, including local assembly members, between March and August 2019 to seek help in rounding up votes for the campaign of his wife, Anri.
   Anri, 47, was fielded by the LDP in the Hiroshima prefectural constituency in the July 2019 election for the House of Councillors, the upper chamber. She resigned from the chamber last month after being found guilty of vote-buying.
