浸水想定区域に１６カ所＝新幹線の車両基地－国交省

　国土交通省は３０日、全国の新幹線車両基地など２８カ所のうち、１６カ所がハザードマップ（被害予測地図）の浸水想定区域に含まれていると明らかにした。台風１９号で浸水被害を受けたＪＲ東日本の長野新幹線車両センター（長野市）も含まれる。
　日本の大動脈である東海道新幹線をはじめ全体の半数以上が、大型台風などの際に浸水のリスクにさらされていることになる。２８カ所には、留置線や引き上げ線と呼ばれる一時的に車両を停車させておく施設も含まれている。
　新幹線の車両基地には平らで広大な土地が必要。こうした条件を満たす敷地は川の流域などの平地に集中している。鉄道各社はこれまで大規模水害の経験がなく「水害対策の優先順位は高くなかった」（鉄道事業者）との声もある。（2019/10/30-18:50）

Sixteen out of 28 rail yards for Shinkansen bullet trains in Japan are located in areas designated as flood risk zones on hazard maps, transport ministry officials said Wednesday.
   The 16 facilities include a Hokuriku Shinkansen yard in the central city of Nagano that is operated by East Japan Railway Co. , or JR East.
   The Nagano rail yard was flooded after a levee for the nearby Chikuma River broke due to torrential rain from Typhoon Hagibis, which struck the country in mid-October, with 10 12-car trains at the facility suffering damage.
   "We are asking railway operators to examine the effects of floods as well as the efficacy of anti-flood measures," transport minister Kazuyoshi Akaba said at a committee meeting in the House of Representatives, the lower chamber of the Diet, Japan's parliament.
