マラソン札幌開催は「決定事項」＝ＩＯＣコーツ氏が小池都知事と会談

　２０２０年東京五輪マラソン、競歩の札幌開催案について、国際オリンピック委員会（ＩＯＣ）のジョン・コーツ調整委員長と小池百合子東京都知事が２５日、東京都庁で会談した。コーツ氏は会談後、記者団に「意思決定はされている。（レースが）東京に戻ることはない」と明言した。
　小池都知事は会談の冒頭で「一生懸命、準備に励んできた。東京で行う気持ちに変わりはない」と述べ、３０日から都内で開かれるＩＯＣ調整委員会で議論していきたいとの考えを示した。
　また札幌移転に伴う経費の負担に関し、コーツ氏は「予定しない状況に備えた偶発（事態）の資金がかなりあるはずだ」と述べ、予算計画で準備されている予備費を充てるべきだとの考えを示した。その上で「財務的にマイナスの影響があればＩＯＣに伝えてほしい」と話した。
　大会組織委員会が昨年１２月に公表した大会経費の予算計画第３版では、組織委と都、国の３者が分担する総額は１兆３５００億円。この他、予期せずに発生しうる事態などに対処する予備費として１０００億～３０００億円を準備している。
　コーツ氏はＩＯＣが札幌移転を決めた理由として、酷暑のドーハで行われた世界陸上で途中棄権者が続出し、記録も低調だった点を指摘。「ＩＯＣはショックを受けた。アスリートの健康を常に念頭に置き、コース変更を決定した」と語った。　
　現状でマラソンは午前６時、競歩は同６時と５時半のスタート。さらに開始を繰り上げられない理由としては、日の出前の時間帯にヘリコプターでレースを空撮できない点などを挙げた。札幌を移転先に選んだ理由には、北海道マラソンが毎夏行われていること、札幌ドームで五輪のサッカーが行われるため自治体が開催準備を進めていることなどを挙げた。
　ＩＯＣは男女マラソンの表彰式を新国立競技場での閉会式の中で行い、競歩の表彰式も陸上が実施される同会場で行うことを提案。また、セーリングや自転車なども含めた都外で開催される競技の選手をオープンバスに乗せ、東京中心部から閉会式が行われる新国立競技場までパレードする案も示した。（2019/10/25-19:21）

Visiting International Olympic Committee executive John Coates confirmed Friday that the venue for the marathon and race walk in the 2020 Tokyo Olympics will be moved from Japan's capital to Sapporo in the country's northernmost prefecture of Hokkaido.
   A decision has been taken on the venue change, and the races will not be held in Tokyo, Coates, chairman of the IOC's Coordination Commission for the 2020 Games, told reporters after holding a meeting on the day with Tokyo Governor Yuriko Koike at the metropolitan government office.
   "We've been working hard for the preparations. There is no change in our intention of holding the marathon and race walk events in Tokyo," Koike said at the beginning of the meeting, indicating that she wants the venue issue to be discussed at a Coordination Commission meeting to be held in Tokyo from Wednesday.
   Contingency funds set aside under the budget for the Tokyo Games should be used to cover costs stemming from the venue change, Coates said, showing his view that there must be ample such funds. He also voiced the IOC's readiness to hear opinions from Tokyo if the venue change has a financially negative impact.
   According to the third edition of the budget plan announced by the Tokyo Games organizing committee in December last year, the committee, the Tokyo metropolitan government and the Japanese government will put up a total of 1.35 trillion yen to host the 2020 Olympics and Paralympics. In addition, the trio plans to secure 100 billion to 300 billion yen in reserves to cover spending resulting from unexpected situations.
