クロマグロ枠、３００トン移譲＝台湾から、全体の拡大見送り－国際会議

　【ポートランド時事】米ポートランドで開かれた太平洋クロマグロの資源管理策を話し合う国際会議「中西部太平洋まぐろ類委員会（ＷＣＰＦＣ）」の北小委員会は６日午後（日本時間７日午前）、日本が２０２０年に限り、台湾から余っている大型魚の漁獲枠３００トンを譲り受けることで合意し、閉幕した。一時的だが、日本にとって大型魚は実質約６％の増枠となる。日本が提案した全体の漁獲枠拡大は米国の反対で見送られた。
　日本の現行の漁獲枠は小型魚（３０キロ未満）が４００７トン、大型魚（３０キロ以上）が４８８２トン。日本は１７、１８年の稚魚の数量増加などを理由に小型魚で１０％、大型魚で２０％、それぞれ枠を拡大するよう提案した。

　これに対し、米国は資源量が依然低水準にとどまっていると主張し、強く反対。議案の可決は全会一致が原則で、日本の増枠提案は前年に続き認められなかった。日本は来年の北小委で、資源量などの最新データを踏まえ、改めて増枠を提案する方針。
　日本は事前に、米国から同意を得られない可能性があると想定。台湾と水面下で交渉し、大型魚の漁獲枠の一部を譲り受けることで合意し、北小委でも認められた。
　北小委ではまた、漁獲枠を使い切らなかった場合、枠の５％まで翌年に繰り越せる現行制度を、２０年に限り１７％に引き上げることでも一致した。台湾からの譲り受けを含め、２１年以降の扱いは来年協議する。（2019/09/07-16:35）

An international committee agreed Friday that Japan will acquire an extra catch quota of 300 tons for large Pacific bluefin tuna from Taiwan as a temporary measure in 2020.
   Japan's large bluefin tuna catch quota for the year will effectively increase by some 6 pct based on the agreement reached at a meeting of the Northern Committee of the Western and Central Pacific Fisheries Commission held in the U.S. city of Portland.
   But Japan's proposal for increasing overall bluefin tuna catch quotas was not adopted due to opposition from the United States.
   Currently, Japan has catch quotas of 4,007 tons for small Pacific bluefin tuna weighing less than 30 kilograms and 4,882 tons for larger tuna.
   Japan proposed a 10 pct increase in quotas for small tuna and a 20 pct expansion for larger tuna, citing an increase in the stock of juvenile tuna in 2017 and 2018.
