日中韓首脳会議、年内見送り　「徴用工」溝埋まらず

　日中韓３カ国による首脳会議は、年内開催が見送られる見通しとなった。持ち回りの議長国を務める韓国は年内開催に意欲を示していたが、韓国人元徴用工訴訟をめぐる日本との協議で溝が埋まらず、調整は難航。韓国政府は早期開催を目指して働き掛けを続ける構えだが、展望は開けていない。
　韓国最高裁は２０１８年の判決で日本企業に元徴用工への賠償を命令。これに当時の安倍政権が「国交正常化の基礎が崩れる」と猛反発。韓国側が差し押さえた被告企業の資産を売却すれば「深刻な事態を招く」と警告してきた。
　関係筋によると、韓国側は菅義偉首相の就任後、原告への賠償を韓国政府が肩代わりする案などを非公式に打診。先月来日した朴智元・国家情報院長は菅首相に「日韓首脳共同宣言」を提案し、文在寅大統領との政治決着を促した。
　しかし、不信感を強める日本側は「まず韓国側が判決を修正するなど原状回復する必要がある」（政府関係者）との立場を譲らなかった。共同宣言案についても「具体的な提案はなかった」（加藤勝信官房長官）と突き放した。
　対面での日韓首脳会談は、中国・成都で日中韓首脳会議に併せて行った昨年１２月が最後。新型コロナウイルス感染拡大の影響もあり、１年近く実現していない。
　韓国外務省は３日、日中韓首脳会議に関し「速やかな開催」へ協議を続けるとのコメントを発表したが、「年内開催」には触れなかった。日本外務省幹部は「今は首相が韓国へ行く状況にない」と語った。（2020/12/05-14:26）

A proposed summit among Japan, China and South Korea is unlikely to be held by year-end, due to a deep rift between Tokyo and Seoul over the issue of wartime labor, informed sources have said.
   South Korea, which currently serves as chair of the tripartite framework of dialogue, is eager to realize talks among leaders of the three East Asian countries within this year and is expected to continue efforts to arrange the three-way summit early. But tensions between Japan and South Korea over the wartime issue are running high.
   In 2018, South Korea's Supreme Court ordered Japanese companies to pay compensation to South Koreans requisitioned to work for them during World War II.
   The administration of then Japanese Prime Minister Shinzo Abe responded harshly to the rulings, claiming that they would damage the foundations for the two countries' diplomatic normalization. If the South Korean side converts assets seized from the Japanese companies into cash as resources for compensation, the consequences will be serious, Tokyo has warned.
   After Japanese Prime Minister Yoshihide Suga took office in September, Seoul unofficially proposed to Tokyo that the South Korean side shoulder the compensation payments, people familiar with the matter said.
