常磐道「あおり運転」、強要容疑で男を再逮捕＝悪質性に異例の適用－茨城県警

　茨城県守谷市の常磐自動車道で８月、男性会社員が「あおり運転」を受け殴られた事件で、茨城県警は８日、男性の車を無理やり止めさせたとして、強要容疑で住居不定、会社役員宮崎文夫容疑者（４３）を再逮捕した。容疑を認めているという。
　あおり運転に強要容疑が適用されるのは極めて異例。県警は悪質性を重くみて、罰金刑の可能性がある道交法違反や暴行ではなく、懲役刑しかない強要容疑で立件したとみられる。
　逮捕容疑は８月１０日午前６時１５分～２０分ごろ、常磐道上り線で数キロにわたり、蛇行運転や割り込み、急ブレーキを繰り返すなどの暴行を加え、止まる必要のない男性会社員（２４）の車を止めさせた疑い。
　同容疑者はその後車を降り、男性の顔などを数発殴ってけがをさせた。男性の車に設置されていたドライブレコーダーが一部始終を記録しており、県警は傷害容疑で全国に指名手配。同１８日に大阪市内で逮捕した。この際、同容疑者をマンション自室にかくまうなどしていた交際相手の女（５１）も逮捕した。
　宮崎容疑者は傷害容疑については認める一方、あおり運転については「危険な運転をしたつもりはない」などと話していた。同容疑者は静岡県や愛知県でもあおり運転をしていたとみられ、静岡・愛知両県警が捜査している。（2019/09/08-21:56）

The Ibaraki prefectural police department served on Sunday a new arrest warrant on a man on charges of compulsion over a violent road rage case on an expressway in eastern Japan in August.
   It is very rare for a suspect in a road rage-linked reckless driving case to face compulsion charges under the Penal Code, which imposes stricter punishments than under the road traffic act.
   According to investigative sources, the 43-year-old suspect, Fumio Miyazaki, allegedly drove dangerously and stopped the car of a 24-year-old man near the Moriya rest area on the Joban Expressway in Moriya, Ibaraki Prefecture, on Aug. 10. Miyazaki then got out of his own vehicle and punched the driver on the face several times, causing injuries to him.
   The series of acts was recorded in a dashboard camera in the victim's car, and the police put the suspect on a nationwide wanted list on charges of causing bodily injury to the victim.
   Miyazaki was arrested in the western Japan city of Osaka on Aug. 18, along with Natsuko Kimoto, his 51-year-old girlfriend who hid him in her apartment.
