ワーケーション浸透は？　観光振興で政府推進―リスク増、異論根強く

　リゾート地などで休暇中に仕事もこなす「ワーケーション」の促進に政府が本腰を入れ始めた。新型コロナウイルス感染拡大で普及したテレワークを定着させると同時に、落ち込んだ観光需要を回復させる狙いだ。だが、感染を地方へ広げるリスクは否めず、野党からは効果を疑問視する声も。思惑通り浸透するか不透明だ。
　ワーケーションはワーク（仕事）とバケーション（休暇）を組み合わせた造語。菅義偉官房長官は２９日の記者会見で「新しい旅行や働き方のスタイルとして、政府としても普及に取り組んでいきたい」と強調した。
　安倍政権が音頭を取る背景には、深刻な観光不況がある。２７日に首相官邸で開かれた観光戦略実行推進会議で、議長を務める菅氏は国内の輸送人員が対前年比３割前後、ホテル稼働率は１割程度に落ち込んでいると現状を説明し、「大変厳しい状況にある」と指摘。「まずは国内観光を安心して楽しんでもらえる環境をつくることが必要だ」と訴えた。
　この日の会議では、環境省が「新型コロナ流行以降、ワーケーションの機運が高まっている」と報告。出席した地方自治体の首長や旅行会社の幹部からもワーケーション普及に期待する声が相次いだ。
　ただ、新型コロナは首都圏を中心にいまだ収束が見えず、観光振興には感染拡大の不安が付きまとう。ワーケーションについては(1)滞在先での事故を労災扱いにすべきか(2)交通・宿泊費は個人で負担すべきか―など整理が必要な課題も多い。
　国民民主党の玉木雄一郎代表は２９日の会見で、ワーケーションを実践できるのは一部の職種や高所得層に限られると指摘。前のめりな政権の姿勢を「優雅な話だ。少し的が外れている」と酷評した。共産党の志位和夫委員長は「余暇を取りながら仕事するのは余暇ではなく仕事だ」と批判する。
　労働組合を束ねる連合の幹部は「空間にかかわらず働き方を選べるのはいいことだ」と理解を示しつつ、「休暇中に朝も夜も関係なく仕事の電話やメールが来るような状況では駄目だ」とくぎを刺した。（2020/07/30-07:13）

The Japanese government's efforts to promote workation, or teleworking from resorts, to support the nation's ailing tourism industry have met with doubts over whether the practice will spread.
   Through the efforts, the government hopes to stir up slumping tourism demand while encouraging teleworking, which has begun to catch on in Japan as a coronavirus prevention measure.
   "The government wants to put efforts into promoting it as a new way of traveling and working," Chief Cabinet Secretary Yoshihide Suga told a press conference Wednesday.
   Behind the government's enthusiasm for workation is the plight of the tourism industry.
   At a meeting of a government task force for tourism promotion Monday, Suga explained that the number of domestic public transport users has fallen to around 30 pct of the year-before level while hotel occupancy rates have tanked to 10 pct.
