安倍首相「野党も改憲案提示を」＝漁船衝突、北朝鮮に抗議－参院でも代表質問

　安倍晋三首相の所信表明演説に対する各党代表質問が８日午前、参院本会議でも始まった。首相は憲法改正について「立憲民主党をはじめ、野党各党もそれぞれの案を持ち寄って、憲法審査会の場で国民の期待に応える活発な議論を行っていただきたい」と述べ、改憲論議に応じるよう求めた。自民党の世耕弘成参院幹事長への答弁。
　首相は「先の参院選や最近の世論調査を通じて示された国民の声は、憲法改正について議論を行うべきだというものだ」と指摘。その上で「与野党の枠を超えた議論が深められることを期待している」と語った。

　首相は石川県・能登半島沖で起きた水産庁の漁業取締船と北朝鮮漁船の衝突に関し、「引き続き外国漁船による違法操業防止のため毅然（きぜん）として対応していく」と表明。北朝鮮に対し、北京の大使館ルートを通じて抗議したと明らかにした。
　立憲民主党の長浜博行参院議員会長への答弁。首相は救助した乗組員らについて、違法操業が確認できなかったため、身柄拘束を行わず退去させたと説明した。

　千葉県を中心に大規模停電が発生した台風１５号被害について、長浜氏は台風上陸後の先月１１日に予定通り内閣改造に踏み切った首相の判断を批判。首相は「内閣改造により政府の対応が遅れた、との指摘は当たらない」と反論した。また、災害救助法に基づく支援対象外だった「一部損壊」住宅の一部を支援対象とする方針を説明した。（2019/10/08-12:52）

Japanese Prime Minister Shinzo Abe called on opposition parties on Tuesday to come up with proposals on constitutional amendment, in order to reinvigorate parliamentary talks on the matter.
   "I hope that the Constitutional Democratic Party of Japan and other opposition parties will also bring forward their proposals and hold active discussions at the Commission of the Constitution (of each chamber of parliament), in order to meet the people's expectations," Abe said at a plenary meeting of the House of Councillors, the upper chamber.
   Abe said the results of the Upper House election this July and recent public opinion polls indicate public support for talks on constitutional amendment.
   "I expect discussions on the issue to deepen beyond the division between the ruling and opposition parties," the prime minister said.
   In regard to a major power outage in Chiba Prefecture, east of Tokyo, caused by a strong typhoon last month, Abe rejected criticism of him for conducting a cabinet reshuffle just after the 15th tropical storm of the year hit the area.
