党や軍傘下の大型漁船か＝「足元見ている」と専門家－能登半島沖の北朝鮮船沈没

　石川県・能登半島沖で水産庁の漁業取締船と衝突し、沈没した北朝鮮漁船は乗組員約６０人が活動できる大型船だったとみられる。専門家からは「朝鮮労働党や軍の傘下の船ではないか」「日本は足元を見られている」との声もあがる。
　今回衝突があった付近は、日本の排他的経済水域（ＥＥＺ）内の「大和堆（やまとたい）」と呼ばれ、水深が浅く、イカ釣りなどの国内有数の好漁場。ただ、北朝鮮や中国漁船の違法操業が例年確認されている。海上保安庁は昨年、北朝鮮漁船約１６００隻に退去警告し、延べ５００隻以上に放水した。
　北朝鮮問題に詳しいジャーナリストの石丸次郎氏によると、１０月は最盛期を迎えたイカ漁の追い込みの時期。石丸氏は「焦っていたのではないか。日本だけでなく、ロシアのＥＥＺ内にも北朝鮮の漁船が入り込み、拘束されるケースが相次いでいる」と指摘する。
　北朝鮮が漁業振興に注力する中、昨年は北朝鮮籍とみられる木造船の日本への漂流・漂着件数が過去最多を記録した。石丸氏は、金正恩党委員長がこれを気にし、「（大型船を持つ）軍や党傘下の漁業者が漁に出るようになった」と話す。
　国連の経済制裁で北朝鮮は海産物輸出が認められないが、中国側の取り締まりが緩み、同国への密輸販路が開拓された可能性も考えられるという。
　「（日本の海域で）違法操業しても拿捕（だほ）されたり、罰金を科されたりすることがほとんどなく、退去で済む」と指摘するのは、辺真一コリア・レポート編集長。ロシアが身柄拘束も含め違法操業を厳しく取り締まる中、「『拉致問題を抱える日本は強い対応に出ない』と北朝鮮に足元を見られている」と分析する。（2019/10/08-13:32）

A North Korean fishing boat that collided with a Japanese patrol ship and sank in the Sea of Japan on Monday may have been operating under the umbrella of the reclusive country's ruling party or military, a North Korea expert has said.
   This possibility was mentioned by Japanese freelance journalist Jiro Ishimaru, who is familiar with North Korean affairs, given that the fishing boat was as large as having a crew of about 60.
   Following the collision, about 60 crew members of the North Korean boat were left in the sea. They clung to rescue rafts thrown in from the Japanese Fisheries Agency ship, but were later picked up by a fishing boat nearby, which was also believed to be from North Korea, according to Japanese officials.
   Ishimaru said fishermen affiliated with the North Korean military and the ruling Workers' Party of Korea, who have large boats, have started to operate, reflecting North Korean leader Kim Jong Un's frustration with a number of North Korean wooden boats having drifted to Japanese coasts.
   With North Korea focusing on developing its fisheries industry, a record number of wooden boats believed to have come from North Korea were found adrift or washed ashore in Japan last year.
