行政、教育でデジタル化加速　「新たな日常」へ集中改革―骨太原案

　政府は８日、経済財政諮問会議（議長・安倍晋三首相）を開き、経済財政運営の基本指針「骨太の方針」の原案を示した。新型コロナウイルスの感染拡大で浮き彫りになったデジタル化の遅れを挽回。今後１年間を集中改革期間として、ポストコロナ時代の「新たな日常」の実現に向け、行政や教育、医療など社会全体でデジタル技術の活用を加速する。感染対策強化へ検査体制の拡充も盛り込んだ。１７日の閣議決定を目指す。
　安倍首相は会議の席上、「感染症の流行による世界的な時代の転換点にあって、この数年間で思い切った社会変革を実行していくか否かが、わが国の未来を左右する」と強調した。
　新型コロナ対策をめぐっては、行政手続きのオンライン化の不備から給付金などの支給が遅れ、問題となった。骨太原案はデジタル政府を「一丁目一番地の最優先政策課題」とし、内閣官房に民間専門家を含む新たな司令塔機能を設ける。行政手続きについて、原案では「実際に足を運ばなくても手続きできるリモート社会の実現」を掲げ、書面・押印・対面を前提とした制度・慣行を見直すとしている。
　感染拡大を受けた休校措置では、遠隔授業の円滑な実施に課題を残した。インフラ整備が滞っている小中学校に対し、パソコンなどの端末を１人１台配備するほか、通信環境を整えてオンライン教育を進める。医療・介護分野では、データを活用した感染防止策を推進。新型コロナ収束までの特例として認めたオンライン診療の緩和について効果を検証し、適切なルールを検討するとした。（2020/07/08-19:34）

The Japanese government on Wednesday unveiled its plan to accelerate the digitization of society intensively over the next year, after the coronavirus crisis shed light on delays in such efforts in the country.
   The plan was included in a draft of the government's annual basic economic and fiscal policy guidelines that was presented at a meeting of the Council on Economic and Fiscal Policy, chaired by Prime Minister Shinzo Abe.
   The government plans to promote the utilization of digital technologies in administrative procedures, education and medical care, to realize a "new normal" in the post-COVID-19 area.
   The government aims to adopt the guidelines at a cabinet meeting on July 17.
   "At a global turning point created by the coronavirus pandemic, whether we make bold social changes in the next few years or not will directly affect the future of our country", Abe told the meeting.
