日米貿易協定、正式署名＝来年１月１日発効目指す

　【ワシントン時事】日米両政府は７日午後（日本時間８日未明）、ホワイトハウスで貿易協定に正式に署名した。トランプ米大統領の立ち会いの下で、杉山晋輔駐米大使とライトハイザー米通商代表部（ＵＳＴＲ）代表が行った。２０２０年１月１日の発効を目指す。
　署名式でトランプ大統領は「協定は多くの雇用を生み出し、投資の拡大や貿易赤字の大幅削減につながる。農家と牧場主にとっては大きな転換点だ」と述べ、来年の大統領選を意識して対日輸出拡大をアピールした。
　日本は日米貿易協定について、環太平洋連携協定（ＴＰＰ）や欧州連合（ＥＵ）との経済連携協定（ＥＰＡ）と合わせれば、世界経済の６割を占める自由貿易圏を構築できるとしている。
　日米首脳は、９月下旬にニューヨークで会談し、最終合意を確認した。今回の署名後、全１１条から成る協定本文や付属文書などを公表。農産品、工業製品の関税に特化した協定となる。（2019/10/08-11:18）

Japan and the United States officially signed a bilateral trade deal at the White House on Monday, aiming to put it into force on Jan. 1, 2020.
   The signing took place between Japanese Ambassador to the United States Shinsuke Sugiyama and U.S. Trade Representative Robert Lighthizer in the presence of U.S. President Donald Trump.
   The new deal "will create countless jobs, expand investment and commerce, reduce our trade deficit very substantially, promote fairness and reciprocity and unlock the vast opportunities for growth," Trump said at the signing ceremony.
   The president called the pact "a game changer for our farmers and ranchers," apparently aiming to spotlight his achievement ahead of next year's U.S. presidential election.
   According to the Japanese government, the Japan-U.S. deal, the Trans-Pacific Partnership multilateral free trade pact including Japan and the Japan-European Union economic partnership agreement will together create a free trade bloc covering 60 pct of the global economy. The TPP and the Japan-EU EPA took effect late last year and in February this year, respectively.
