「一部損壊」に最大３０万円＝住宅修理支援の対象拡大－政府

　政府は７日、災害救助法に基づく被災住宅の応急修理に関し、「一部損壊」の一部にも最大３０万円の支援を行う方針を発表した。現行の支援は「半壊」や「大規模半壊」に限られており、この対象を拡大する。今年度以降に発生した災害で、同法が適用された市町村内の住宅に適用する。
　９月の台風１５号では、暴風により千葉県内の住宅で屋根が吹き飛ばされる被害が相次いだ。ただこの場合、被害認定が一部損壊にとどまり、支援を受けられないケースが想定される。このため、損害割合が１０％以上の一部損壊住宅に関しても、恒久的な支援制度を設けることにした。
　今月下旬をめどに市町村での受け付けを開始する予定で、近く関係する告示を改正する。
　今年度以降の災害が対象となるため、台風１５号で被災した千葉県内の市町村や、８月の九州北部の大雨の被害を受けた佐賀県内の市町などに適用される。既に修理を終えた住宅は対象外となる。
　千葉県内の市町村については、損害割合が１０％未満でも、自治体が独自に補助を行う場合は、国が防災・安全交付金と特別交付税により公費の９割を支援する。（2019/10/07-21:58）

The Japanese government said Monday that it will provide up to 300,000 yen in aid per home under the disaster relief act for emergency repairs of some houses recognized as being partially damaged by disasters.
   Current rules limit the distribution of such aid to heavily damaged houses, including half-destroyed ones. The wider coverage will take effect with disasters occurring in fiscal 2019 and later, for houses in municipalities to which the law is applied.
   The change in rules comes after a number of houses in Chiba Prefecture, east of Tokyo, had their roofs blown off by violent winds from powerful Typhoon Faxai in September. But many of them may be deemed to be only partially damaged, making them ineligible for the emergency repair aid.
   Homes damaged by at least 10 pct can be eligible for the aid under the new rules. Municipalities are slated to start accepting aid applications under the new standards late this month.
   The new rules will also make the aid available to homes in municipalities in Saga Prefecture and other areas affected by torrential rains that hit the northern part of the Kyushu southwestern region in August. But houses that have already been repaired will be excluded from the aid coverage.
