日・ブラジル首脳、相互訪問で合意　投資拡大・脱炭素巡り協力

　石破茂首相は２６日、国賓として来日中のブラジルのルラ大統領と東京・元赤坂の迎賓館で会談した。首脳の相互訪問で合意するとともに、投資拡大や脱炭素化に向けた協力を確認。会談の成果を盛り込んだ今後５年間のアクションプラン（行動計画）を策定した。
　会談後の共同記者発表で、首相は「外交、貿易・投資、気候変動対策をはじめとする多くの分野で両国関係を一層深化させていく」と強調。大統領は「日本との関係性が強化された」と歓迎の意を示した。
　相互訪問は２年に１回実施。日本としては、グローバルサウス（新興・途上国）の代表格であるブラジルと、一層の連携強化を図りたい考えだ。安全保障協力などを協議する「外相戦略対話」を創設し、幹部職員による外務・防衛対話も新設することで合意した。
　経済分野では、ブラジルなどが加盟する関税同盟「南米南部共同市場（メルコスル）」と日本の関係強化を確認。地球温暖化対策も取り上げ、アマゾンの熱帯雨林保護への支援や、両国がそれぞれ強みを持つバイオ燃料とハイブリッド車（ＨＶ）の普及促進などで一致した。
　ブラジルが議長国を務める１１月の国連気候変動枠組み条約第３０回締約国会議（ＣＯＰ３０）の成功に向けた協力も申し合わせた。両首脳は、国連安全保障理事会改革を目指すドイツ、インドを加えた４カ国（Ｇ４）の連携を巡っても意見を交わした。（2025/03/26-22:42）

Japanese Prime Minister Shigeru Ishiba will meet Brazilian President Luiz Inacio Lula da Silva in Tokyo on Wednesday to agree on future mutual visits by the two countries' leaders and confirm their cooperation on promoting decarbonization and expanding investments.
   Lula, visiting Japan as a state guest, and Ishiba will draw up an action plan for the next five years that covers the outcome of their meeting. They will hold a joint press conference later Wednesday.
   The mutual visits to each other's countries will take place once every two years. Tokyo hopes these will help further boost collaboration with Brazil, a leader of Global South emerging countries. Additionally, the two countries will establish a new strategic dialogue between their foreign ministers for discussions mainly on security cooperation.
   Ishiba and Lula will also talk about strengthening ties between Japan and the Southern Common Market, or Mercosur, a South American trade bloc of which Brazil is a member.
   The two leaders will discuss measures to combat global warming, agreeing on support for protecting the Amazon rainforest. They will confirm their cooperation for the success of the 30th Conference of the Parties to the U.N. Framework Convention on Climate Change, or COP30, this November, which Brazil will chair.
