住宅被害１万棟超＝災害ごみ処理苦慮－台風被害２３日で２週間・千葉

　台風１５号が首都圏に上陸し、千葉県の広範囲で停電や断水、住宅被害が発生してから２３日で２週間になる。県などによると、損壊などの被害を受けた住宅は約１万２０００棟。依然として約３１００戸で停電、約１１００戸で断水が続いており、約１００人が避難所生活を余儀なくされている。
　県によると、住宅被害は全壊７５棟、半壊９９７棟、一部損壊１万５８７棟。床上浸水は４７棟、床下浸水は６７棟に上る。最も被害件数が多い鋸南町では、２００７棟が損壊や浸水被害を受けている。
　住宅被害に伴い、壊れた屋根やがれきなどの災害ごみが大量に発生し、各自治体は処理に苦慮している。２２市町が計３３カ所の仮置き場を設置しているが、それ以外の場所に集められるケースもあるという。
　住宅被害の大きかった鋸南町岩井袋地区では、道路脇に大量のがれきやごみが積まれていた。生活ごみも混じっており、町が委託した業者が手作業で分別し搬送した。
　地区に住む男性（７５）は、自宅の屋根が暴風で吹き飛ばされ、家の中が浸水し多くのごみが発生。「親戚も手伝ってくれて、ようやく（ごみが集められている所まで）運べた」と話した。業者の男性（４８）は「燃えるごみに引火すると二次災害になってしまう。早く運ばなければいけないが、分別に時間がかかっている」と困惑する。
　県はこれまで、仮置き場運営や収集運搬の支援のため、８市町に職員延べ１３６人を派遣。担当者は「災害時のごみ処理が未経験の自治体もあり、支援要請が多い」と話している。
　県は１７日から災害義援金の募集を開始し、これまで６００万円余りが集まっているという。（2019/09/23-07:06）

Municipal officials are struggling to cope with shattered roofs and other debris, two weeks after Typhoon Faxai struck Chiba Prefecture, east of Tokyo.
   In the prefecture, 22 municipal governments have set up temporary disposal sites at a total of 33 locations, but such typhoon debris has been brought to other places in many cases, officials said.
   Piles of debris, including trash, were seen at the roadside in the Iwaifukuro district in the town of Kyonan, one of several locations that saw heavy damage from the typhoon that slammed into the prefecture on Sept. 9.
   A debris collection firm commissioned by the town government was dealing with them. "There could be a secondary disaster if combustible trash catches fire," a 48-year-old company official said. "They must be taken away. But the segregation process is time-consuming," the official said.
   The prefectural government has sent a total of 136 staff members to eight municipalities to help the management of temporary disposal sites and the collection and transportation of debris.
