新型肺炎、全国に診断外来　総額１５３億円の緊急対策、中小支援へ融資枠―政府

　政府は１３日、新型コロナウイルス感染症対策本部（本部長・安倍晋三首相）の会合を首相官邸で開き、総額１５３億円の緊急対応策をまとめた。感染の恐れのある人を診断する外来の医療機関を各都道府県に設置。打撃を受けた中小・小規模事業者を支援するため、日本政策金融公庫に５０００億円の緊急貸し付け・保証枠を設ける。
　首相は「直ちに実行に移してほしい」と全閣僚に指示した。政府は財源確保のため、１４日の閣議で予備費１０３億円の使用を決定する。
　緊急対応策は(1)帰国者支援(2)国内感染対策(3)水際対策(4)産業対応(5)国際連携―の５項目。「東京五輪・パラリンピックを安全・安心な環境で開催することも見据え、水際対策などを強化し、確実に実行する」と明記した。
　国内でのウイルスまん延を防止するため、患者を確認した場合に診療体制の整った医療機関につなげる「帰国者・接触者外来」を各都道府県に設置。「帰国者・接触者相談センター」も設け、感染の疑いがある場合の適切な対応を助言する。（2020/02/13-21:57）

The Japanese government unveiled a set of emergency measures on Thursday to fight the spread of the new coronavirus, including setting up medical clinics across the country for outpatients feared to be infected with the virus.
   The measures worth 15.3 billion yen also include 500 billion yen in loans and loan guarantees by state-backed Japan Finance Corp. for small businesses hit hard by the virus outbreak.
   The cabinet is expected to approve the measures on Friday. These measures will be put into place immediately using reserve funds under the government's fiscal 2019 budget.
   The new clinics, which will be set up in all of the country's 47 prefectures, will refer patients to prepared medical institutions. The government will also set up consultation centers to give advice to visitors when infections are feared.
   The measures also include support for returnees from China and strengthened border controls.
