核軍縮へ道筋戻す機会に　ＮＰＴ合意に意欲―中満国連次長

　【ウィーン時事】国連の中満泉軍縮担当上級代表（事務次長）は７月３１日、ウィーンで開かれている核拡散防止条約（ＮＰＴ）再検討会議の準備委員会に関し、「非常に厳しい状況認識だからこそ、軍縮の道筋に戻れる方策を探してほしい」と呼び掛け、合意形成への強い意欲を表明した。時事通信などのインタビューに応じた。
　中満氏はウクライナ侵攻を続けるロシアによる核の威嚇を念頭に、「核のリスクが冷戦の最盛期と同じくらいのレベルに高まっている。非常に危険だ」と厳しい見方を表明。一方で、「際限のない核の軍拡競争は、自分たちにも最終的には跳ね返ってくるという認識は共有されている」と述べ、軍縮の土台はあると強調した。
　昨年８月のＮＰＴ再検討会議では、ウクライナ情勢を巡る文言に唯一ロシアが反対し、成果文書を採択できなかった。しかし中満氏は、米ロの核軍縮や核リスクの低減などで十分な議論が交わされたと評価。これをたたき台に「（核能力に関する）透明性や、（軍縮への）コミットメントに対する説明責任をどう取り扱うかに焦点を当て、中身の濃い議論をしたい」と説明し、準備委での進展に期待感を示した。
　次回２０２６年の再検討会議に向けては、「国際的な安全保障環境がどうなっているのか予測することはできないが、きっちりとした合意がつくれるよう議論を進めていく」と決意を語った。（2023/08/01-20:32）

Izumi Nakamitsu, U.N. undersecretary-general and high representative for disarmament affairs, has expressed her hope that parties to the Nuclear Nonproliferation Treaty will reach a consensus to return to the path of nuclear disarmament.
   "I hope they will find ways to get back on the path of nuclear disarmament all the more because of the very tough situation," Nakamitsu said Monday in an interview with media organizations including Jiji Press.
   Nakamitsu made the comment referring to the ongoing first meeting of the preparatory committee for the 2026 NPT review conference in Vienna.
   "The nuclear risk has risen to a level almost the same as during the height of the Cold War. It's very dangerous," Nakamitsu said, apparently having in mind Russia's threats to use nuclear weapons in its invasion of Ukraine.
   There is, however, a foundation for nuclear disarmament, Nakamitsu stressed, saying there is a shared recognition that "an endless nuclear arms race will eventually come home to roost."
