大雨被害、激甚指定へ　岸田首相「財政面で十分支援」

　岸田文雄首相は２７日、今月上中旬に起きた九州北部や秋田県での大雨被害に関し、「財政面で十分な支援ができるように、激甚災害指定に向けた手続きを早急に進める」と表明した。具体的には、農地と公共土木施設の復旧事業で全国一律に国庫補助の特別措置を取るため、地域を限定しない「本激」に指定すると明らかにした。福岡市内で記者団の質問に答えた。
　首相は大雨による災害が近年続いていることに関し、「事前防災、減災対策に万全を期すことも重要だ」と指摘。２８日に新たな国土強靱（きょうじん）化基本計画を決定するとした上で、「取り組みを進める」と強調した。
　松野博一官房長官は記者会見で、激甚指定の時期について「被害状況の調査は継続中だ。適用措置の内容が確定し次第、速やかに閣議決定の手続きを進めたい」と説明。「被災自治体と緊密に連携し、政府一体となって迅速な復旧・復興を図り、被災者の生活再建に全力で取り組む」と述べた。
　今回の記録的大雨では土砂崩れや道路の冠水、崩落が各地で発生。福岡や佐賀、大分、秋田では死者が出た。政府は自衛隊を災害派遣し、普通交付税を繰り上げて配分するなど対応に当たっている。
　首相は２７日、土石流の被害を受けた福岡県久留米市を訪れ、服部誠太郎知事らとともに現場の状況を確認。被災者らに「お見舞い申し上げる。これから大変だと思うが、一緒に頑張ろう」と声を掛けた。首相が今回の大雨被災地を視察するのは初めて。（2023/07/27-18:14）

Prime Minister Fumio Kishida said Thursday that his government will designate recent rain disasters in southwestern and northeastern Japan for state subsidies for recovery efforts.
   "We will proceed promptly with procedures necessary for severe disaster designations so that we can provide ample financial support" to the affected areas, Kishida told reporters in the southwestern city of Fukuoka.
   In light of many rain disasters in recent years, Kishida said, "It's important to take all possible measures to prevent and mitigate disasters."
   The prime minister noted that the government will adopt on Friday a new basic plan on strengthening the country's resilience to disasters.
   In early to mid-July, record rainfall triggered landslides, flooding and other events in many areas, with fatalities confirmed in the southwestern prefectures of Fukuoka, Saga and Oita and the northeastern prefecture of Akita.
