高所得６５歳以上の負担増　介護保険料で議論―厚労省

　厚生労働省は３１日、介護保険制度の給付と負担の見直しを巡る論点をまとめ、同日の社会保障審議会（厚労相の諮問機関）の部会に示した。所得が高い６５歳以上の人が支払う保険料を増額するほか、介護サービス利用料を２～３割自己負担する人を増やすことなどを列挙。同省は今後の議論を踏まえ、年内に具体案をまとめる。
　急速な少子高齢化で、介護の費用や保険料は増す一方だ。介護保険制度は原則３年に１度見直しており、団塊の世代が全員７５歳以上の後期高齢者となる２０２５年を控えた２４年度改正に向け、制度を維持するための給付と負担の在り方が焦点となっている。
　６５歳以上の保険料は、市町村ごとに基準額を定めており、全国平均は月６０１４円。高齢者本人や世帯の所得、住民税の課税状況に応じ、原則として９段階の保険料を設けている。最も高い第９段階に当たる所得３２０万円以上の人の場合、保険料は基準額の１．７倍だ。同省はこれらの設定を負担能力に応じて見直し、高所得の人は増額、低所得の人は減額も検討。具体的な線引きは今後検討する。（2022/10/31-17:11）

Japan to Raise Nursing Care Insurance Premiums for Rich Elderly

Japan's welfare ministry said Monday it plans to raise nursing care insurance premiums for high-income earners aged 65 or over.
   The ministry also said it plans to expand the scope of nursing care service users who pay 20-30 pct of fees out of their pockets, instead of 10 pct in principle.
   Those plans are designed to make the country's nursing care insurance program sustainable as costs are swelling due to a rapidly aging population.
   The ministry put forward the plans at a working group meeting of the Social Security Council, which advises the welfare minister.
   It will flesh out the details of the plans later this year for once-every-three-years nursing care insurance reform that is next scheduled for fiscal 2024.
