コロナ対策、緩和成否がカギ　経済対策も急務―岸田自民新総裁

　自民党新総裁に選出された岸田文雄氏にとって、新型コロナウイルス対策と社会・経済活動再開の両立が最大の課題だ。感染拡大の「第６波」に備えつつ、日常生活の回復に向けて菅政権が敷いた行動制限緩和を軌道に乗せられるかがカギを握る。
　岸田氏は２９日の記者会見で、新型コロナ対策について「全てを懸けて必死に取り組んでいかなければならない」と語った。
　新型コロナ対策の緊急事態宣言やまん延防止等重点措置は３０日の期限で全て解除される。今後の焦点は、ワクチン接種や陰性証明を条件にした行動制限の緩和策だ。政府は１０月に実証実験を始め、１１月以降の導入を目指す。総裁選で岸田氏は、接種証明を活用した観光振興策「Ｇｏ　Ｔｏ２．０」の実現を訴えており、政府の緩和策を踏襲するとみられる。
　だが、海外では制限緩和で再び感染が拡大し、制限強化を余儀なくされる事例もある。日本でも、今後冬にかけて感染再拡大への懸念は根強い。
　ワクチン接種の推進や医療提供体制の整備も欠かせない。岸田氏は総裁選の政策パンフレットで「１１月中の希望者全員の接種完了を目指す」と掲げた。菅義偉首相が年内の開始準備を表明した３回目接種についても、円滑な実施に向けた対応が迫られる。
　新規感染者数が再び増加に転じ、病床の逼迫（ひっぱく）を招かない対策も喫緊の課題だ。岸田氏は総裁選で「医療難民ゼロ」を訴え、野戦病院の設置などを打ち出していた。
　コロナ禍で打撃を受けた経済の回復も急務だ。岸田氏は年末までに数十兆円規模の経済対策に取り組む考えを表明し、「補正予算を組まなければいけない」と語っている。具体的内容を盛り込んだ２０２１年度補正予算案の編成を関係省庁に指示する見通しだ。（2021/09/29-20:32）

   Kishida's election as LDP leader effectively ensured that he will become prime minister. The Kishida-led government's success or failure is expected to be determined by whether it is able to steadily ease restrictions on movements of people to reopen the economy while taking steps against a possible sixth wave of coronavirus infections.
   As the end of Thursday, the Japanese government will fully remove its coronavirus state of emergency and pre-emergency designations.
   The government's priority will then shift to easing COVID-19 restrictions using proof of vaccination status or a negative test result.
   The government will test the measure from October, aiming to introduce it as early as November.
