途上国隊員の育成に注力＝ＰＫＯ側面支援、貢献模索－政府

　日本政府が、国連平和維持活動（ＰＫＯ）の側面支援として途上国の隊員育成に力を入れている。ここ数年、途上国の施設部隊に重機操作指導を行っており、１０月には初めて救命医療教育を実施した。ＰＫＯ任務の危険度が増したこともあり、自衛官の部隊派遣がゼロになって２年半近く。政府は新たな平和貢献の姿を模索している。
　陸上自衛隊は１０月７～１８日、ウガンダに隊員２人を派遣。国連南スーダン派遣団（ＵＮＭＩＳＳ）などの要員に救急医療を指導する国連プログラムに教官として参加させた。ＰＫＯ隊員は年１００人規模で死亡。けがや病気で医療機関に運ばれるまでに命を落とすことが多く、救急救命能力の向上が求められている。
　今回の国連プログラムには、アフリカやアジア、南米の計１０カ国から訓練生２９人が参加した。陸自関係者によると、その多くは心肺蘇生や止血など初歩的な知識すらなかった。
　ＰＫＯ活動は近年、紛争下の文民保護など武力行使を伴う任務が増加。リスクを嫌う先進国の参加が減り、練度の低い途上国の隊員が増えている。日本からの部隊派遣も、南スーダンの施設部隊が２０１７年５月に活動を終えたのを最後に途絶えている。
　日本からＰＫＯに参加する場合、紛争当事者間の停戦合意などの５原則を満たす必要もあり、ハードルは高い。今回、ウガンダで教官を務めた草薙恭圭３佐は「医療指導のニーズは高い」と話しており、政府は引き続き可能な支援を続けていく方針だ。（2019/11/04-07:32）

Japan is boosting training of peacekeepers of developing nations as it remains unable to send any Self-Defense Forces troops to a U.N. peacekeeping mission for more than two years.
   In the past few years, the Japanese government's assistance for peacekeepers of developing countries focused on training in operating heavy equipment for military engineering units.
   Last month, Japan provided training in critical care for the first time.
   The country is trying to find how to improve its contributions to international efforts to achieve peace after SDF troops lost their last remaining presence in U.N. peacekeeping missions in 2017, officials said.
   Between Oct. 7 and 18 this year, the Ground SDF sent two members to Uganda to serve as instructors in a U.N. program to give critical-care training to participants to the U.N. mission in South Sudan and other people.
