東京の医療体制「逼迫」　小池知事「年末年始特別警報」―４０００床確保を要請

　東京都は１７日、専門家を交えた新型コロナウイルスのモニタリング会議を開き、医療提供体制のレベルを最も深刻な「逼迫（ひっぱく）している」に初めて引き上げた。会議では、入院患者の増加に伴い、通常医療との両立が困難な状況になったと報告。小池百合子知事はその後の記者会見で「年末年始コロナ特別警報」を発出した。
　会見で小池知事は「年末年始は人の動きが活発になり、感染リスクが高まる。感染拡大をストップさせる特別な時期にしなければならない」と強調し、忘年会・新年会の開催や帰省はできるだけ避けるよう呼び掛けたほか、「帰省する場合は２週間前から会食を控える」など一人ひとりの具体的な行動変容を求めた。
　入院患者は１１月から増加傾向が続いており、今月１７日時点で１９５２人に上った。都は、コロナ患者の病床を３０００床から４０００床に増やすため医療機関に確保を要請した。
　会議で専門家は、コロナ患者に病床や人員などの医療資源が割かれ、医療機関の運営を圧迫していると指摘。陽性者のうち緊急性の高い重症患者や透析患者の転院が難航しているほか、新規感染者の入院が翌日以降に繰り越される事例が多数生じていると説明した。
　都は「短期集中」の対策として、１１月２８日から今月１７日まで飲食店などに営業時間の短縮を要請。だが、１日当たりの新規感染者数（７日間平均）は、９日時点の４２４．６人から１６日時点は５１３．１人と大幅に増加した。１７日は過去最多となる８２２人を記録。要請は来年１月１１日まで延長する。
　専門家は会議で、感染拡大が続いた場合、年末に「医療体制の深刻な機能不全が危惧される」と強い危機感を表明。この増加ペースが４週間続けば、１日約１１００人の感染者が発生するとの試算も示された。（2020/12/17-21:00）

The Tokyo metropolitan government raised Thursday its alert on medical care availability related to the coronavirus to the highest level on its four-tier assessment system for the first time, saying that the medical system in the Japanese capital has become strained.
   The alert was raised at the day's COVID-19 monitoring meeting of the metropolitan government.
   At the meeting, an expert reported that it has become difficult for hospitals to provide usual medical services while taking responses to the epidemic at the same time amid a rise in the number of hospitalized coronavirus patients.
   With Tokyo continuously seeing high numbers of new coronavirus cases, hospitalized COVID-19 patients have kept increasing since November, totaling 1,960 as of Wednesday.
   At the previous monitoring meeting on Dec. 10, the metropolitan government kept its medical availability alert unchanged at the second-highest level, which shows the need to strengthen the medical system. But experts had warned at the meeting that Tokyo's medical system was on the verge of becoming strained.
