２１年度予算、１０６兆円規模で調整　コロナ対策で過去最大に膨張

　政府が、２０２１年度予算案の一般会計総額を１０６兆円規模とする方向で調整に入ったことが１６日、明らかになった。２０年度当初予算の１０２兆６５８０億円を上回り、過去最大を更新する。国会の議決がなくても政府の判断で支出できる予備費を５兆円確保するなど、新型コロナウイルス対策の経費が膨らむほか、高齢化で社会保障費も増加する。
　当初予算案の歳出総額が１００兆円を超えるのは３年連続。麻生太郎財務相は１７日、関係閣僚と折衝し、２１日の閣議決定に向けて予算案の最終調整を進める。１５日に閣議決定した２０年度第３次補正予算案と一体化した「１５カ月予算」と位置付け、切れ目なく景気を下支えする。
　歳入では、２０年度の税収見通しは約５５兆円と、前年度を３兆円程度下回る。コロナ拡大が続いており、２１年度も税収の大幅な回復は見込めない状況だ。国の借金である国債への依存が続くことは避けられず、財政健全化への道は険しさを増す。
　歳出では、コロナ拡大の防止費用を計上するほか、防衛費が増加する。菅義偉首相の肝煎りである官民のデジタル化や、脱炭素化に関する経費も確保する。
　閣僚折衝では、厚生労働省と財務省が薬価や介護報酬の改定で決着を目指す。公立小中学校の少人数学級実現に関する予算も議題となる。文部科学省は、きめ細かい教育や感染防止のために少人数化が必要だと主張している。農林水産省は、農林水産物の輸出拡大に向けた産地育成などの予算を取り上げる。（2020/12/17-07:04）

The Japanese government is considering securing record general-account expenditures of 106 trillion yen in its planned budget for fiscal 2021, sources said Wednesday.
   The expenditures would exceed 100 trillion yen for the third straight year. The current record high is 102,658 billion yen in the fiscal 2020 initial budget.
   The planned budget for the year starting in April 2021 would include 5 trillion yen in reserve funds, intended mainly for coronavirus countermeasures, that can be used without parliamentary approval.
   In addition to heavy coronavirus-related expenses, a rise in social security outlays is also contributing to the budget growth.
   Finance Minister Taro Aso will hold final-stage negotiations with other ministers so that the government can adopt the draft budget at a cabinet meeting Monday.
