「秋解散」観測下火に　コロナ感染再拡大で、安倍首相も慎重―政府・与党

　今秋に衆院解散・総選挙があるとの観測が政権内で下火になりつつある。新型コロナウイルスの新規感染者が東京都で初めて４００人を超えるなど全国で急増していることが背景にあり、政府・与党幹部も相次いで否定的な見解を表明。感染収束を求める声を前に、安倍晋三首相も早期解散には慎重とされる。
　首相の自民党総裁任期切れが来年９月に、衆院議員の任期満了が同１０月にそれぞれ迫り、解散の選択肢は狭まりつつある。最も早いケースとして今年の「９月解散・１０月総選挙」がくすぶってはいるが、先行きの見通せないコロナ禍にあって、機運は高まっていない。
　菅義偉官房長官は７月３０日のＣＳ放送収録で、秋解散について「コロナの状況の中では、なかなか難しい。『コロナに専念してくれ』『これ以上の拡大は避けてほしい』、それが国民の声だ」と断言。政府高官は３１日、菅氏の発言に「当たり前だ」と説明し、首相側近も「首相に解散する気は全然ない」と語る。
　早期解散に慎重な意見は与党内にもともとあったが、これに感染再拡大が拍車を掛けた。公明党の斉藤鉄夫幹事長は３１日の記者会見で「今、国民の最大の関心事は第２波が進行しているのではないかということだ。解散は国民の理解を全く得られない」と重ねて指摘。自民党執行部の一人も「選挙をする状況ではない」と述べた。
　ただ、タイミングを逸すると、さらなる感染の深刻化や経済の悪化に直面し、政権が立ち往生する事態も否定できない。首相の盟友の麻生太郎副総理兼財務相は、「追い込まれ解散」への懸念から、秋解散を進言しているとされる。
　仮に首相が解散する場合、何を「大義」に掲げるかも焦点だ。コロナ禍で景気の急落が見込まれる中、ある自民党幹部は「消費税減税しか大義はない。首相の決断次第だ」と指摘した。（2020/08/01-07:13）

Speculation over Japanese Prime Minister Shinzo Abe calling a snap election this autumn is thought to be on the decline within the government amid the nationwide resurgence in novel coronavirus infections.
   As the daily number of new infection cases in Tokyo has exceeded 400 and infections have also increased elsewhere in the nation, senior officials of the government and ruling parties are rejecting the possibility of Abe dissolving the House of Representatives, the lower chamber of parliament.
   Abe himself is said to be cautious about an early dissolution of the Lower House amid calls for efforts to contain the virus crisis.
   The window of time in which the prime minister can call a general election is narrowing, as Abe's tenure as president of the ruling Liberal Democratic Party ends in September 2021 and Lower House lawmakers' terms end the following month.
   Some had predicted that Abe will dissolve the Lower House as early as September and hold an election the following month, but momentum for such a plan is not growing due to the uncertainty over the COVID-19 epidemic.
