新型コロナ対策、災害支援に活用　ふるさと納税、新制度から１年

　ふるさと納税の新たな制度が始まって１年。制度から外されたことをめぐる大阪府泉佐野市の訴訟は続いているが、「返礼品は寄付額の３割以下の地場産品」などの基準を設けた認定制度により、自治体間の過度な返礼品競争は沈静化している。新型コロナウイルス対策や災害支援など助け合う手だてとしての活用も進んでいる。
　大阪府は「新型コロナウイルス助け合い基金」を創設。ふるさと納税などの寄付金を活用して医療従事者に１人１０万～２０万円分のクオカードを給付し、感染者を受け入れるホテルの従業員にもカードを配って支援している。基金への寄付金は２３億円を超えた。
　神奈川県はウイルスを迅速に検出する技術開発や、関係機関と連携した実証研究などに寄付金を充当。北海道も医療従事者や医療用資機材の支援に充てる考えだ。
　被災地支援にふるさと納税を利用する動きも浸透。昨年９月の台風１５号の際は、千葉県館山市が衣料通販サイトを運営するＺＯＺＯ（ゾゾ）の創業者から２０億円の寄付を受け話題となった。担当者は「財源が厳しい中、行政サービスに活用でき大変助かる」と話す。
　一方で汚職事件も発生。高知県奈半利町の担当者が返礼品業者に便宜を図った見返りに現金を受け取ったとして受託収賄罪などで起訴された。事件では新制度の「３割基準」に合うよう返礼品の調達費を安く見せかける虚偽申請も判明。総務省は調査を進め、指定取り消しも辞さない考えだ。
　新制度導入１年に関し、高市早苗総務相は記者会見で「地方自治体が創意工夫を図りながら制度の趣旨に沿った運用をしている。健全な発展に向けて取り組んでいきたい」と語った。（2020/06/03-07:27）

As Japan marks a year since the "furusato nozei" hometown donation system switched to a new framework, local governments are using money collected through the scheme for COVID-19 response and disaster relief measures.
   The situation is seen as an improvement from the previous framework, in which some local governments gave lavish return gifts to donors, triggering overheated competition for donations. The new framework limits the gifts to local products worth 30 pct or less of the value of donations.
   Osaka Prefecture in western Japan has established a fund through which money donated under the furusato nozei system and other schemes is used to give Quo Card gift certificates worth between 100,000 yen and 200,000 yen each to medical workers.
   The cards are also handed out to employees of hotels housing coronavirus patients. The fund has received more than 2.3 billion yen in donations.
   Kanagawa Prefecture, south of Tokyo, is using donations to fund the development of technologies to swiftly detect coronavirus infections, as well as to support joint empirical research with related institutions.
