待機児童２６．５万人と推計　来秋「９月入学」で１６倍に―英大教授ら研究チーム

　【ロンドン時事】新型コロナウイルス感染拡大による休校長期化を踏まえて日本で来年から「９月入学」を導入した場合、待機児童が全国で約２６万５０００人に上ると推計されることが明らかになった。２０１９年４月１日時点の待機児童数（１万６７７２人）の約１６倍となる。英オックスフォード大の苅谷剛彦教授らの研究チームが１９日、９月入学の影響を分析した報告書を公表した。
　政府は「有力な選択肢の一つだ」（安倍晋三首相）として９月入学を本格的に検討している。各政党や地方自治体などからも賛否両論が上がっており、調査結果は議論に一石を投じそうだ。
　調査は２１年９月の入学とし、１４年４月２日から１５年９月１日までの１７カ月間に生まれた児童が新小学１年生となる前提で推計した。この学年は現行制度よりも約４２万人増えるが、２１年４月からの５カ月間、就学前児童が保育所にとどまることにもなり、追加の受け皿が必要になる。ただ、２２年以降は解消が見込まれるという。
　推計によると、都道府県別では、保育所利用希望者数に対する待機児童の割合が滋賀県で１６．１％、兵庫県で１４．４％に上る。全国平均は９．１％。待機児童が新たに生じないのは長野など５県のみだった。
　一方、小学校低学年を対象とする放課後学童保育クラブでも、９月入学の新１年生の増加に伴い、約１８万５０００人の待機児童が生じる見通し。現在の１０倍以上となり、保育所同様に受け皿の整備が課題となる。
　教員も約２万８０００人が不足する。地方財政における教育費は約２６４０億円の増加が必要となり、この学年の義務教育終了までに総額２兆円以上の支出増が見込まれるという。
　苅谷教授は「私たちは賛成の立場でも反対の立場でもない。冷静でエビデンス（証拠）に基づく議論の呼び水として、研究プロジェクトを立ち上げた」としている。苅谷氏は東大教授を経て、現在はオックスフォード大の社会学科と現代日本研究所で教授を務めており、教育学の第一人者として知られる。（2020/05/20-07:11）

Children on nursery school waiting lists are expected to increase 16-fold across Japan if the country introduces a September school enrollment system next year, a research team said Tuesday.
   The number of children on the lists would reach 265,000, up from 16,772 as of April 1, 2019, according to a report by the group led by Oxford University professor Takehiko Kariya.
   Amid extended school closures from March due to the spread of the new coronavirus, the Japanese government is considering changing the start of the country's school year to September from April. Prime Minister Shinzo Abe says the change would be a major option.
   The report is likely to cause a stir in discussions on the issue, which have drawn positive and negative opinions from political parties and local governments.
   The survey made estimates based on the assumption that children born between April 2, 2014, and Sept. 1, 2015, will enter elementary schools in September 2021.
