米グーグルに初の行政処分　ヤフー広告制限、改善計画認定―公取委

　米グーグルがデジタル広告配信を巡ってＬＩＮＥヤフーの取引を一部制限していた疑いがあるとして、独禁法違反容疑で調査していた公正取引委員会は２２日、グーグルが提出した改善計画を認定した。独禁法上の「確約手続き」に基づく対応で、公取委によるグーグルへの初の行政処分となった。計画認定に伴い、排除措置命令などは行われない。
　公取委によると、問題となったのは検索したキーワードに関連した広告がウェブサイト上に表示される「検索連動型広告」システム。ヤフーは検索エンジンを提供しているポータルサイトに同システムによる広告を配信しており、グーグルから関連技術の提供を受けていた。
　両社は２０１０年７月の契約締結を前に、公取委へ相談。技術提供を受けるヤフー側が同広告を独自に運営する旨の説明を受けた公取委は「独禁法上の問題はない」と回答していた。
　しかし、グーグルは遅くとも１５年９月から２２年１０月まで、ヤフー側への技術提供を制限。この結果、ヤフーはポータルサイトへ同広告を配信することが困難になったという。
　公取委による調査開始後、グーグルは技術提供を再開していた。公取委は今年３月に確約手続きを通知。グーグルが提出した改善計画について、確実に実施されると認めた。
　計画では、ヤフーへの技術提供を今後３年間、原則的に制限しないことや、外部監査の実施などを盛り込んだ。
　公取委の中島菜子デジタルプラットフォーマー上席審査専門官は２２日の記者会見で、「（公取委が）情報収集を積極的に行っていたからこそ、このような結果につながった。引き続きデジタル分野については監視を行っていき、違反行為があれば厳正に対処していく」と強調した。
　グーグルは「計画を確実に履行し、今後も価値ある検索サービスをユーザーや広告主に提供していけるよう尽力していく」とのコメントを出した。（2024/04/22-20:26）

Japan's Fair Trade Commission on Monday took its first ever administrative action against U.S. technology giant Google LLC, over its digital advertising business.
   The FTC certified an improvement plan submitted by Google based on a procedure prescribed under the antimonopoly law. As a result, it will not issue a cease-and-desist order against the tech giant.
   According to the antimonopoly watchdog, Google was suspected of restricting transactions for LY Corp., the operator of internet portal Yahoo! Japan and messaging app Line.
   The transactions involved so-called search-linked advertisements, in which ads linked to keywords used for information search on the internet are displayed on a website.
   Yahoo! Japan had adopted Google's system for such ads, but Google restricted Yahoo's use of the system between September 2015 and October 2022 at the latest. Google started providing the service again after an FTC probe into the U.S. firm began.
