教員の働き方改革を加速　解散請求「判断時、明らかに」―盛山文科相・新閣僚インタビュー

　盛山正仁文部科学相は４日、時事通信などのインタビューに応じ、長時間労働が問題となっている公立学校教員の働き方改革について、「引き続き取り組みを加速化させる必要がある」との考えを示した。世界平和統一家庭連合（旧統一教会）に対する解散命令請求は、「判断できる段階で明らかにする」と述べるにとどめた。主なやりとりは次の通り。
　―公立学校教員に時間外手当を支払わず、一律に「教職調整額」を支給する仕組みが問題との指摘があるが。
　２０２２年度の教員勤務実態調査の速報値によると、前回調査と比べると在校時間数が減少している。対策の成果は着実に出つつあると思うが、依然として長時間勤務の教師も多い。引き続き取り組みを加速化させる必要がある。教職員給与特別措置法の在り方を含め、具体的に検討すべき課題と認識している。現在、中央教育審議会で総合的に検討を進めている。
　―旧統一教会に対する解散命令請求は。
　宗教法人法に定められている解散命令の要件に該当するかどうかの実態把握などをやっているところだ。判断できる段階でどうするかを明らかにする。
　―生成ＡＩ（人工知能）の教育現場での活用は。
　生成ＡＩの普及が進み、日進月歩でどんどん進化している。そういう文明の利器を、どううまく使いこなすか。生成ＡＩから出てくる答えが本当に正しいのか、自分たちが求めているものかを、使いこなす人の方で判断することが大事だ。
　―文化庁の京都移転に関し、今後の文化政策にどう生かすか。
　寺や神社など、職員が東京にいるとなかなか触れる機会がないものに触れ、いろいろ感じてもらうことがあると思う。京都府や京都市だけではなく、全国の自治体の皆さんに「われわれの声が届くようになった」と思ってもらえるようになればいい。（2023/10/05-07:09）

Japanese Education, Culture, Sports, Science and Technology Minister Masahito Moriyama on Wednesday stressed the need to further accelerate efforts to reform the work styles of public school teachers facing long working hours.
   In an interview with media organizations, Moriyama also said he would disclose whether the ministry will ask a court to issue a dissolution order to the religious group known as the Unification Church once he can make a decision on the matter.
   Measures to tackle teachers' long working hours are "steadily producing results," Moriyama said, noting that a fiscal 2022 survey showed teachers spending less time at school than the previous survey found. "But there are still many teachers who work long hours."
   He said that the Central Council for Education, a ministry advisory panel, is considering measures to deal with the issue comprehensively, noting a need for discussions on whether to change the special measures law on salaries for educational personnel.
   Some have taken issue with the current system in which public school teachers are paid a so-called teacher's adjustment payment, set at a uniform rate, in lieu of overtime allowance.
