感染者情報、悩む自治体　知事会「統一公表基準を」―新型肺炎

　新型肺炎をめぐり各地の自治体が感染者の行動歴などの扱いに苦慮している。一般市民への情報提供は安全確保や不安解消につながる一方で、風評被害やプライバシーの問題を引き起こす可能性もはらむ。全国知事会は国に統一的な公表基準を作るよう求めている。
　感染者の足取りに関心が高まったのは、中国・武漢市からのツアー客を乗せたバスの男性運転手らの感染が判明した１月２８日。国内初の人から人への感染例とみられ、関東から関西の各地に立ち寄っていたためだ。
　神奈川県は男性が県内に宿泊していたことを居住地の奈良県から知らされた。厚生労働省は詳細な移動経路を公表せず、神奈川県にも伝えていなかった。黒岩祐治知事は「情報は抑えようとすると逆に疑心暗鬼を広げることもある」と指摘。一方で「県独自の調査は問題が起きる可能性があり慎重にすべきだ」として、国による詳細な情報の公表に期待した。
　ただ、厚労省は慎重姿勢を崩していない。感染症法では国や都道府県に情報の積極的な公表を義務付けているが、「個人情報の保護に留意」との規定もあるからだ。山梨県の長崎幸太郎知事は「慌てて事を荒立てるとパニックが起こる」として公表には専門家の判断を尊重するという。
　一方、大阪府は公表に積極的だ。吉村洋文知事はこのツアーの府内での詳細な行程を開示。「府民に正確な情報を伝えることが、冷静な判断、行動にもつながる」と説明した。
　東京都は患者本人の同意を得た上で、行動歴を公表する方針。小池百合子知事は「安全安心につながるよう、プライバシー保護、風評被害防止に配慮しながら取り組む」と語った。三重県も同様の方針で感染者の行動歴を公表した。
　こうした動きを受け、全国知事会は２月５日、政府や与党に対し「行動歴などの公表の統一的な対応方針の提示」を盛り込んだ新型肺炎に関する緊急提言を行った。飯泉嘉門会長（徳島県知事）は「バラバラな対応ではなく日本国としての統一的な基準を作るべきだ」と強調。知事会内でも議論を深める考えを示した。（2020/02/10-06:28）

Local governments in Japan are divided over how they should handle information on the footsteps of people infected with the new coronavirus, such as where they visited and with whom they came into contact after their infection.
   The disclosure of such information helps citizens secure their safety and ease their anxieties over the viral epidemic, but also could raise the issue of patients' privacy and trigger baseless rumors.
   On Jan. 28, it came to light that a bus driver in Nara Prefecture, western Japan, tested positive for the new virus after carrying tourists from Wuhan, the Chinese city where the outbreak originated.
   As it was the first known case of the virus' human-to-human transmission in Japan, public concerns grew over the footsteps of the driver of the bus, which had visited many spots in eastern and western Japan.
   While the health ministry refrained from disclosing where the bus traveled in detail, the Nara prefectural government told the government of Kanagawa Prefecture in eastern Japan that the driver had stayed overnight in Kanagawa.
