首都直下想定し防災訓練　岸田首相「記憶、風化させず」―関東大震災１００年

　現在の東京都を中心に１０万人超の死者・行方不明者を出した１９２３（大正１２）年の関東大震災から１００年となる１日、政府は首都直下地震を想定した総合防災訓練を行った。岸田文雄首相をトップに全閣僚が参加する緊急災害対策本部を設置。首相官邸で会議を開き、各省庁の対応を確認したほか、オンラインで被災自治体の状況を把握し、初動対応を確かめた。
　関東大震災では午前１１時５８分、相模湾を震源とするマグニチュード（Ｍ）７．９の地震が発生。死者の９割近くは火災によるもので、住宅被害は約３７万棟に及んだ。当時の政府の対応を巡っては、内務省と警視庁の本庁舎が全焼したことなどで初動の遅れも指摘されている。政府は６０年、９月１日を「防災の日」と定め、毎年この日に大地震を想定した訓練を行っている。
　訓練は、午前７時１０分ごろ東京２３区を震源とするＭ７．３の地震が発生し、２３区で震度７、埼玉県、千葉県、神奈川県などで同６強を観測したと想定。閣僚らは徒歩などで首相官邸に参集した。対策本部会議では、テレビ会議で本村賢太郎相模原市長が国に支援を求め、首相は「最大限の人員と資機材等を投入する」と応じた。
　会議の後、首相は訓練の一環で記者会見。災害対策基本法に基づく災害緊急事態の布告を報告し、国民に「安全な場所に避難・退避するなど命を守る行動を取ってほしい」と呼び掛けた。
　その後首相らは相模原市へ移動し、同市を震源とする最大震度６強の地震を想定した９都県市の防災訓練を視察した。省庁や自衛隊など約１４０の団体・機関から約２６００人が参加。航空機を使った救援物資輸送訓練や、市民らも参加してバケツリレーによる消火訓練などを行った。（2023/09/01-16:36）

The Japanese government conducted an earthquake response drill on Friday, the 100th anniversary of the Great Kanto Earthquake that left more than 100,000 people dead or missing in Tokyo and surrounding areas.
   The drill was held under the assumption that a large earthquake had struck Tokyo, prompting the government to set up an emergency response headquarters headed by Prime Minister Fumio Kishida.
   The headquarters held a meeting at the prime minister's official residence, with cabinet members and officials, who arrived on foot or by other means, checking the government's response to the earthquake and assessing situations in affected areas online.
   On Sept. 1, 1923, the 7.9-magnitude quake occurred shortly before noon in Sagami Bay, near Tokyo, causing devastating damage to Tokyo and other areas. Fires were responsible for nearly 90 pct of the death toll, and some 370,000 houses were affected.
   At the time, the government is said to have been unable to respond quickly enough to the earthquake partly because the main buildings of the interior ministry and the Tokyo police department were completely burned down.
