同盟深化も「トランプ・リスク」　日米安保、１９日で改定６０年

　日米安全保障条約の改定から１９日で６０年を迎えた。急変する東アジアの戦略環境に対応するため、自衛隊と米軍は相互運用性を高め、同盟関係は成熟度を増した。一方、トランプ米大統領は日米同盟の「片務性」をたびたび強調。還暦の同盟は、気まぐれなトランプ氏の思惑一つでぐらつく危うさも抱える。
　「日本の防衛にとどまらず、アジアの平和と安定の礎になってきた」。河野太郎防衛相は１７日の記者会見で、日米同盟深化の意義を語った。
　安倍晋三首相の祖父の岸信介元首相は１９６０年、米国の対日防衛義務を盛り込む形で、不平等と言われた旧安保条約を改定。７８年に日米防衛協力のための指針（ガイドライン）が策定されるなど、今日の日米安保体制の基盤が徐々に構築されていった。
　外務省幹部は「同盟強化の転機は（９１年の）湾岸戦争」と指摘する。日本は１３０億ドルもの戦費負担をしながら部隊派遣をせず、国際的な批判を浴び、これをきっかけに自衛隊の海外派遣にかじを切った。
　自衛隊は２００１年の米同時多発テロや０３年のイラク戦争後に米軍への後方支援活動を重ね、部隊レベルで信頼関係を構築。１５年には安全保障関連法を制定、集団的自衛権の限定行使を容認し、日本の役割はさらに拡大した。弾道ミサイル警戒などのための自衛隊による米軍艦艇・航空機の警護実績は、１８年の１年間で計１６件に上っている。
　一方、日本の安保当局者は「最大の不安定要因はトランプ氏」と口をそろえる。トランプ氏は、日本に脅威となる北朝鮮の中・短距離弾道ミサイル開発を事実上容認し、日本政府を落胆させた。年明けのイラン革命防衛隊司令官の殺害は、日本がシーレーンの安全確保に向けた自衛隊の中東派遣を決めた直後だっただけに、政府は対応に追われた。
　目下の懸案は、今夏から本格化する在日米軍駐留経費の日本側負担（思いやり予算）改定交渉だ。「日本は裕福だ」と不満を口にするトランプ氏は大幅な負担増を求めてくるとみられるが、日本が応じる余地は乏しく、日本政府関係者は「厳しい交渉になる」と身構えている。（2020/01/19-00:56）

Japanese officials are concerned about uncertainty over U.S. President Donald Trump's policies as the two countries marked the 60th anniversary of the signing of their bilateral security treaty on Sunday.
   The two countries have deepened their alliance since the Jan. 19, 1960, signing of the Treaty of Mutual Cooperation and Security through including increased interoperability between Japan's Self-Defense Forces and the U.S. military.
   The treaty was signed by the governments of then Japanese Prime Minister Nobusuke Kishi, grandfather of current Prime Minister Shinzo Abe, and then U.S. President Dwight Eisenhower. It obliges the United States to defend Japan if it is attacked in return for allowing its troops to be stationed in the Asian ally.
   The alliance "is becoming the basis of not only the defense of Japan but also the peace and stability of Asia," Japanese Defense Minister Taro Kono said at a press conference in Tokyo on Friday.
   In a statement issued Saturday, Trump said, "Over the past six decades, the rock-solid Alliance between our two great nations has been essential to peace, security, and prosperity for the United States, Japan, the Indo-Pacific region, and the entire world."
