マンション長寿命化へ特例創設　大規模修繕で税優遇―政府・与党

　政府・与党は７日、大規模修繕工事を行ったマンションの固定資産税を減額する特例措置を創設する方向で調整に入った。建築から長い年数が経過したマンションの急増を見据え、管理者に長寿命化に向けた工事を促す狙い。今月まとめる２０２３年度税制改正大綱に盛り込むことを目指す。
　４月に施行された改正マンション管理適正化法では、適切な管理計画を策定しているマンションを都道府県などが認定できる制度を新設した。
　特例措置は、自治体による認定を受けたマンションなどが対象。外壁の補修など長寿命化に向けた大規模修繕工事が完了した場合、建物部分について翌年度分の固定資産税を３分の１減額する。期間は２３年度から２４年度末までの２年間。
　国土交通省の推計によると、築４０年超のマンションは全国に約１１６万戸ある。１０年後に約２４９万戸、２０年後には約４２５万戸に急増する見通しだ。
　修繕積立金が不足し、必要な工事が実施されなければ、外壁がはがれ落ちるなど危険が生じる恐れがある。適切に管理されずに放置されれば、行政代執行による自治体の費用負担増につながりかねない。
　政府・与党は、こうした問題を未然に防ぐため、税制上の支援措置が必要と判断。マンション管理者に修繕積立金の確保や工事の実施を促すとともに、優良な中古物件の流通を図り、住宅市場の活性化につなげる狙いもある。（2022/12/07-04:10）

The Japanese government and the ruling bloc are considering offering a special tax incentive in order to support efforts to extend the life of condominiums, sources said Wednesday.
   They aim to include in fiscal 2023 tax system reform proposals to be released later this month a one-off property tax cut for condominiums that have undergone large-scale repair as the number of aged condos is expected to surge.
   Under the revised law to support proper condo management, enforced in April, Japan started a system allowing prefectural governments and others to certify condos with appropriate management plans.
   The envisaged tax measure would apply to certified condos, staying in place for two years through March 2025.
   Specifically, certified condos that have undergone large-scale repair on the exterior and elsewhere to extend their life would see their property tax on their building sections reduced by one-third in the next fiscal year.
