新興企業育成へ１０兆円投資　５カ年計画案―新資本主義分科会

　政府は２４日、「新しい資本主義実現会議」の「スタートアップ（新興企業）育成分科会」を首相官邸で開き、新興企業の育成に向けた５カ年計画案を示した。現在、年間８０００億円規模の国内の投資額を、５年後の２０２７年度には１０兆円とする目標を掲げ、実現に向けて、税制面での支援や資金供給の強化などを図る。
　岸田文雄首相は会合で、計画の実行を通じて「日本をアジア最大のスタートアップハブにする」と強調した。岸田氏は今年を「スタートアップ創出元年」と位置付けている。
　計画案は、将来的に新興企業を１０万社、企業価値１０億ドル（約１３８０億円）以上の未上場企業「ユニコーン」を１００社と、それぞれ現状の１０倍以上にすると明記した。
　税制面では、新興企業の社員らが株価上昇時に利益を得られるストックオプション（自社株購入権）の優遇期間を延長。新興企業が大企業との合併や買収（Ｍ＆Ａ）を通じて成長できるよう、大企業による既存発行株式取得時の優遇措置を設ける。起業家が自社株を売却して別の新興企業に再投資することも支援する。政府は２３年度税制改正などで実現したい考えだ。（2022/11/24-20:19）

The Japanese government Thursday disclosed a target of boosting annual investments in startups in Japan to 10 trillion yen in fiscal 2027 from the current 800 billion yen.
   The target is included in a draft five-year plan to nurture startups presented at a meeting of a subgroup of the government's Council of New Form of Capitalism Realization.
   To achieve the target, the government will provide tax incentives and support fund provisions.
   "We'll make Japan Asia's biggest startup hub" by implementing the plan, Prime Minister Fumio Kishida told the meeting.
   According to the draft, Japan will aim to increase the numbers of startups and so-called unicorns with a valuation of at least 1 billion dollars by over 10-fold from the current levels to 100,000 and 100, respectively.
