各党、災害対策強化訴え　インフラ補修や体制整備―参院選【公約比較】

　毎年のように発生する豪雨災害をはじめ、激甚化・頻発化している自然災害。南海トラフ地震など、巨大地震のリスクにも直面する中、参院選公約で各党は災害対策の強化を訴えている。自民、公明両党は、道路などインフラの老朽化対策の着実な実施を柱に据え、野党は、災害対応の司令塔組織の設置や新たな法整備を掲げた。
　◇２６年度以降も「強靭化」
　高度成長期以降に整備されたインフラは急速に老朽化が進む。国土交通省によると、全国に約７３万ある道路橋のうち建設から５０年が経過した施設は２０２１年３月末時点で約３２％だが、１０年後の３１年には約５７％に増える。
　適切な補修や更新をしなければ災害時に機能しなくなる恐れがあるため、政府は２１年度、「防災・減災、国土強靱（きょうじん）化のための５カ年加速化対策」に着手。２５年度までの５年間でインフラの老朽化対策に加え、河川の堤防強化など災害対策や、デジタル技術を活用した災害情報の高度化について総額１５兆円規模の事業を実施する。
　自民、公明は加速化対策を推進し、２６年度以降も必要な対策を継続する考えを強調。自民は「加速化対策後も、必要・十分な予算を確保し、取り組みを強化する」と明記した。
　両党は、水害対策として、住民の早期避難に向け、積乱雲が連なり大雨をもたらす「線状降水帯」の予測精度の向上も掲げた。公明は、災害時に自治体が民間団体や専門家と連携して被災者にきめ細かな支援を行う「災害ケースマネジメント」の制度化も挙げた。（2022/07/06-07:12）

Both ruling and opposition parties are pledging to enhance disaster countermeasures in campaigning for Sunday's House of Councillors election, for Japan always faces the risk of natural disasters, including major earthquakes and torrential rains.
   The country's social infrastructure is rapidly aging. According to an estimate by the infrastructure ministry, 57 pct of some 730,000 road bridges across Japan will be at least 50 years old in 2031, up from 32 pct as of the end of March 2021.
   Aged road bridges could collapse in the event of natural disasters unless they are properly fixed or upgraded.
   Against this background, the government started a five-year project in fiscal 2021 to accelerate efforts to strengthen disaster countermeasures and make the country more resilient to natural disasters. Specifically, it aims to implement programs worth 15 trillion yen to upgrade aged infrastructure, improve river levees and utilize digital technology to provide disaster information.
   Underscoring the need to take necessary steps after the five-year period through fiscal 2025, the ruling Liberal Democratic Party and its coalition partner, Komeito, vow to secure sufficient budgets for the follow-through measures.
