日中韓ＦＴＡ交渉加速へ　ＲＣＥＰ来年妥結で協力―３年ぶり貿易相会合

　【北京時事】日中韓の貿易担当相による会合が２２日、中国・北京で約３年ぶりに開かれた。発表された共同声明によると、インドが離脱に言及した東アジア地域包括的経済連携（ＲＣＥＰ）交渉の２０２０年中の妥結に向けた協力で一致。ＲＣＥＰ交渉に基づき、３カ国がより高い水準で工業品・農産品の関税撤廃・削減などを目指す自由貿易協定（ＦＴＡ）交渉を加速することでも合意した。
　日中韓貿易相会合の開催は１６年１０月以来で、日本からは梶山弘志経済産業相が出席。エネルギー、電子商取引などの分野で協力することでも一致した。貿易相会合の合意事項は、中国四川省成都で２４日に予定される日中韓首脳会談で確認される見通しだ。梶山氏は２２日夜、記者団に対し「日中韓で緊密に連携し、世界経済の発展に貢献したい」と述べた。
　貿易相会合には梶山氏のほか、議長国である中国の鍾山商務相、韓国の成允模産業通商資源相が出席した。梶山氏は終了後の共同記者会見で「インドを含めた１６カ国での早期署名に向けて取り組むことが重要だ」と強調した。１１月のＲＣＥＰ首脳会合ではインドが中国製品流入への警戒から合意に反対し、目標だった１９年中の妥結は見送られた。インドを除く１５カ国が２０年中の合意を目指す中で、日本は成長を続けるインドの活力を取り込むことを重要視している。
　鍾氏は会見で「世界経済は保護主義が台頭している。日中韓は協力して貿易投資のレベルアップを図る」と述べ、ＲＣＥＰ妥結を追い風にＦＴＡ交渉に弾みをつけたい意向を示した。梶山氏も「包括的で質の高い互恵的な協定を実現するため、３カ国で協力する」と語った。
　日中韓貿易相会合は０１年の首脳会談で合意した経済対話の枠組みで、今回で１２回目。当初はほぼ毎年のペースで開かれていたが、近年は韓国の政治の混乱や日中対立などの影響で途絶えがちだった。（2019/12/22-23:51）

Trade ministers from Japan, China and South Korea on Sunday confirmed the three countries' cooperation to wrap up talks on the proposed Regional Comprehensive Economic Partnership free trade pact among Asia-Pacific nations within 2020.
   Japanese Minister of Economy, Trade and Industry Hiroshi Kajiyama, Chinese Commerce Minister Zhong Shan and South Korean Minister of Trade, Industry and Energy Sung Yun-mo also agreed that the three East Asian nations, based on the RCEP negotiations, will accelerate talks on concluding a trilateral free trade agreement featuring bolder goals than the RCEP in terms of tariff cuts and elimination for industrial and agricultural goods.
   The agreements were included in a joint statement issued after the ministerial meeting held in Beijing.
   Uncertainty lingers over the RCEP, after India threatened to pull out of the negotiation framework at the RCEP summit in November due to concern over massive inflows of goods from China and participating leaders gave up on concluding the talks by the end of this year as a result.
   Japan, China, South Korea and 12 other countries, excluding India, are aiming to conclude the RCEP negotiations in 2020. Still, Japan believes that India, which continues dynamic growth, should be kept in the RCEP framework.
