帰還困難区域、全て解除を　内堀福島知事インタビュー―東日本大震災１１年

　東日本大震災から１１年を迎えるのを前に、福島県の内堀雅雄知事は７日、時事通信のインタビューに応じた。東京電力福島第１原発事故からの復興は、全住民の避難が続く同県双葉町の一部で「準備宿泊」が始まり、前進も見られる。一方で、希望者全員の帰還実現の具体化や廃炉作業など課題は山積。内堀氏は「帰還困難区域全ての避難指示解除」を国に訴えた。
　―２０２０年代に希望者全員の帰還を実現する方針が国から示された。
　（先行して避難指示を解除する）「特定復興再生拠点区域」外の指示解除に向けて一歩前進。一方で、帰還意向のない住民の土地や住宅の取り扱い、除染手法の具体化など課題は多い。地域の実情は全て違う。国には、各自治体の意向を丁寧に聞き、帰還困難区域全ての避難指示解除と復興に責任を持って対応するようしっかり訴えていく。
　―放射性物質を含む処理水の取り扱いについて要望は。
　昨年４月に政府が示した海洋放出の方針に反対する意見や、慎重な判断を求める意見が国内外からある。また、陸上保管の復興への影響を危惧する声も。国には、関係する皆に丁寧な説明を行うとともに、新たな風評（被害）が生じぬよう情報発信の強化などを訴える。
　―除染土の県外最終処分にはどう取り組むか。
　４５年までの県外最終処分は、中間貯蔵施設を苦渋の決断で受け入れた際に約束した、法律で定められた国の責務だ。確実な実現を求める。
　―「復興五輪」としての東京五輪の評価は。
　新型コロナウイルスの影響で思い描いていたのとは異なる大会になってしまったが、モモをはじめとする県産品が大会関係者から高い評価を頂いた。さまざまな制約があったが、レガシー（遺産）となる大会だった。
　大会で得たつながりを生かして、大規模大会の誘致や子どもと選手の交流などスポーツによる交流人口の拡大に取り組む。また、交流を通して福島が持つ魅力を国内外に広げていきたい。（2022/03/08-07:05）

The Japanese government should lift all evacuation orders issued after the March 2011 nuclear accident in Fukushima Prefecture, Governor Masao Uchibori said in an interview with Jiji Press on Monday.
   Uchibori welcomed the central government's pledge to ensure that all evacuees from the triple meltdown at Tokyo Electric Power Company Holdings Inc.'s Fukushima No. 1 nuclear plant return home by the end of the decade if they wish to do so.
   "However, there are many challenges such as handling land and housing of residents who do not intend to return, and working out details of decontamination methods," Uchibori said.
   "The situation differs by area. We will urge the central government to carefully listen to the intentions of each municipality and act in a responsible way to lift evacuation orders in all difficult-to-return areas and reconstruct such zones," he said.
   When asked about the central government's plan to release treated radioactive water from the nuclear plant into the ocean, he said that he will urge the government to carefully give explanations to all people concerned and to give out more information to prevent any more harmful rumors.
