岸田首相、トリガー条項「密約」否定　国民の与党接近、立民けん制―参院予算委

　７日の参院予算委員会では、岸田文雄首相と国民民主党の玉木雄一郎代表がガソリン税を一時的に引き下げる「トリガー条項」凍結解除をめぐり「密約」を交わしたかどうかが議論となった。立憲民主党の小西洋之氏は「政治的な約束をしたか」と再三ただしたが、首相は否定。立民の質疑は国民の与党接近をけん制したもので、野党間のあつれきがあらわになった。
　「予算委の場で発言した内容以上のことは何も約束していない」。７日の参院予算委で、首相は２度にわたり否定。４日の自民、公明、国民３党の党首会談についても「特定の政策で結論を得たということではない」と語った。
　国民の榛葉賀津也幹事長が２月２５日の記者会見で、トリガー条項の凍結解除について「（首相が）『必ずやる』と言ったと聞いている」と発言。国民は衆院本会議の採決で、２０２２年度予算案に賛成した。
　立民内では「国民の動きは与党との参院選での協力やその先まで見据えたもので、このままでは連携できない」（幹部）といった反発の声が広がっている。
　このため、小西氏は質疑で、国民を狙い撃ちした。もし、「密約」があったならば「大問題だ」と指摘。その場合、予算案の修正や税法改正案の提出が必要となり、予算審議に応じることはできないと念を押した。
　一方、国民幹部は小西氏の質疑について「立民はこんなことをしていたら、ますます有権者から見放される」と冷ややかに語った。（2022/03/08-07:05）

Japanese Prime Minister Fumio Kishida on Monday denied concluding a secret deal with Democratic Party for the People leader Yuichiro Tamaki over a so-called trigger clause for a temporary gasoline tax cut.
   He made the denial twice before the Budget Committee of the House of Councillors, the upper chamber of parliament, in response to repeated questions from Constitutional Democratic Party of Japan member Hiroyuki Konishi, who asked whether Kishida made a "political promise" on the issue to Tamaki.
   "I've made no promise other than what I said before the Budget Committee," Kishida said.
   The DPFP, an opposition party, is drawing attention for its recent overtures to the ruling camp led by Kishida's Liberal Democratic Party.
   Konishi, also on the opposition side, asked the questions after DPFP Secretary-General Kazuya Shinba told a press conference Feb. 25 that he hears that Kishida clearly promised to lift a freeze on the trigger clause so that the gasoline tax can be lowered as a temporary measure to address soaring crude oil prices.
