フロン回収へ国際枠組み　日本が主導、温暖化対策で―ＣＯＰ２５

　【マドリード時事】日本政府は１０日、冷蔵庫やエアコンの冷媒に使われ、温室効果が極めて高いフロン類を廃棄時に適切に回収・処理することを目指す国際枠組みを設立した。スペインの首都マドリードで開会中の国連気候変動枠組み条約第２５回締約国会議（ＣＯＰ２５）で設立式が行われ、日本の他、フランスやＣＯＰ議長国のチリ、シンガポールなど７カ国と、世界銀行などの国際機関も参加を表明した。
　設立式であいさつした小泉進次郎環境相は「温室効果ガス排出の実質ゼロ目標を達成するにはフロン対策が不可欠だ」と強調した。日本は機器の廃棄時に他の先進国と比べて厳しい規制を導入している。枠組みの設立により、フロン類の製造から回収、破壊までのサイクル全体の取り組みを国際的に広めたい考えで、この分野に強みを持つ国内企業のビジネスチャンスの拡大も視野に入れている。（2019/12/11-09:07）

The Japanese government held a ceremony in Madrid on Tuesday to mark the launch of a Japan-led international initiative on the life-cycle management of fluorocarbons, used in refrigerators and air conditioners and with the risk of having major greenhouse effects.
   The inauguration ceremony took place on the sidelines of the ongoing 25th Conference of the Parties to the U.N. Framework Convention on Climate Change, or COP25, in the Spanish capital.
   The initiative, which calls for properly disposing of fluorocarbons, was joined by France, Chile, Singapore and four other countries, as well as international organizations including the World Bank.
   "To achieve the net-zero emission target, actions for fluorocarbons are inevitable," Japanese Environment Minister Shinjiro Koizumi said in a speech during the ceremony.
   Japan's regulations on the disposal of fluorocarbon-containing devices are stricter than the regulations in other countries.
