これからつくる制度を前提に＝社保改革、負担の議論先行に慎重－加藤厚労相

　加藤勝信厚生労働相は１２日、時事通信などのインタビューに応じ、社会保障制度改革で焦点となる国民の負担増について、「これからつくるべき制度を前提に議論しないと、そこだけ取り上げて議論することはなかなか難しい」と指摘、将来の社会保障全体の在り方の議論を先行させるべきだとの考えを示した。
　主なやりとりは次の通り。
　－花粉症薬の自己負担化などの議論も出てきた。国民に負担増を求める検討をどう進めるか。
　５年、１０年、もう少し先をみたときの医療提供体制をどうするか、病院や在宅でどう対応していくか、いろいろなありようを考えなければいけない。これからつくるべき制度を前提に議論しないと、そこだけ取り上げて議論するのでは（国民の理解を得るのは）なかなか難しいと思う。
　－さらなる消費税の引き上げをどう考えるか。
　まずは、１０月の引き上げをしっかりとする必要がある。それによって（増税分を財源にした）政策をしっかりやっていく。その上で、医療、介護、年金、子育てなどを踏まえどう進めていくか、そのためにどういう給付、どういうサービス（の在り方を目指すか）、そういう中から出てくる議論だ。こういった議論の中では、消費税が一つの選択肢であることは否定できない。
　－幼児教育・保育の無償化について、高所得者優遇の批判があるが。
　子育て全体を応援していくということで、全ての所得の人たちに対して幼保無償化をしている。子ども・子育て全体をみんなで負担していくという制度に切り替えていくという中で、位置付けないといけない。
　－ポスト安倍に名前が挙がるが、安倍晋三首相の後継を目指す考えは。
　政治をしている上でいろいろ注目していただくことは非常にありがたい。昨年総務会長に就任した時も、「高みを目指してまいりたい」ということは申し上げた。その気持ちは今は何も変わっていない。ただ、大事なことは、今与えられた仕事を一つ一つこなして、実績を残していくことだ。そして国民の期待に応えていく、これからもそういう思いで取り組んでいきたい。（2019/09/13-07:07）

The government should discuss how Japan's social security system should be reformed before talking about how to ask taxpayers to accept a larger burden, Health, Labor and Welfare Minister Katsunobu Kato has said.
   "It would be difficult" to win public understanding "if the government takes up (the burden issue) alone without discussing what the system should be like in the future," Kato said in an interview with Jiji Press and other media organizations Thursday.
   The government must study reform options based on various ideas of what to do with the country's medical services and the roles of hospitals and homes in five to 10 years, said Kato, who came back as health minister as part of Wednesday's cabinet shakeup by Prime Minister Shinzo Abe.
   Asked about a possible additional hike in the consumption tax after the planned rise, Kato said the government first needs to raise the tax to 10 pct from the current 8 pct Oct. 1 as planned and implement policy measures financed with the increased tax revenue.
   The advisability of an additional hike should be considered as part of discussions on how to reform medical, elderly care, public pension and childrearing assistance services and related benefits, he said.
