哨戒機、アデン湾中心に検討　対空ミサイル脅威避け活動―中東派遣・防衛省

　政府が２０日の閣議決定を目指す海上自衛隊の中東派遣で、上空から海域の情報収集に当たるＰ３Ｃ哨戒機の活動区域について、対空脅威を避けるためソマリア沖のアデン湾や、イエメン沖のバベルマンデブ海峡東側を中心に検討していることが７日までに、政府関係者への取材で分かった。
　政府は中東海域の航行の安全確保のため、防衛省設置法（調査・研究）に基づき、護衛艦１隻を派遣するとともに、海賊対処でジブチを拠点に活動をしている２機のＰ３Ｃのうち１機を充てる方針だ。
　政府が候補に挙げている活動区域はオマーン湾、アラビア海北部、バベルマンデブ海峡東側だが、Ｐ３Ｃについては６月、米軍無人偵察機がイランに撃墜されており、イラン南部に面したオマーン湾上空での活動は、対空兵器や攻撃型無人機による脅威が高いと分析。Ｐ３Ｃの航続距離も考慮し、海賊対処海域と同じアデン湾が有力視されている。
　ジブチから比較的近いバベルマンデブ海峡東側での活動も、安全確保上問題がないか検討が進められている。Ｐ３Ｃは不審な船舶を識別するために高度を下げて哨戒することもあり、船上からの携行式の対空火器も脅威になる。
　同海峡はアジアと欧州を結ぶシーレーン（海上交通路）の要衝で、米軍が商船護衛の協力を呼び掛ける海域の一つになっている。
　護衛艦とＰ３Ｃは海域の脅威情報収集のほか、海上警備行動に基づき日本の商船を護衛する事態に備え、安全な航路や緊急時に使用する衛星通信の状況などを確認する。政府の閣議決定後、Ｐ３Ｃが年明けの護衛艦派遣に先行し、年内にも任務に就く可能性がある。
　ジブチに設けられた格納庫には海自の最新型哨戒機Ｐ１は入らないため、八戸（青森県）、那覇（沖縄県）両基地のＰ３Ｃが交互に派遣されている。（2019/12/07-15:55）

The Japanese government is considering having a Maritime Self-Defense Force patrol plane mainly cover the Gulf of Aden off Somalia in an envisioned Middle East mission, officials have said.
   The P-3C patrol plane, which gathers information of sea areas from the air, will operate mainly over the gulf and the eastern side of the Strait of Bab-el-Mandeb off Yemen to avoid any antiaircraft threats, according to the officials.
   The government plans to dispatch a destroyer and utilize one of the two planes currently engaged in antipiracy operations from Djibouti, in the planned mission to secure sea lane safety under the Defense Ministry establishment law.
   The government hopes to decide on the mission at a cabinet meeting Dec. 20.
   The government has listed the Gulf of Oman, the northern part of the Arabian Sea and the eastern side of the Strait of Bab-el-Mandeb as possible areas of the mission.
